Authority Members present were <br />Tony Espinoza, Tom Lutz, Patricia McGuigan, Lisa Mills, Ted R Moreno, and <br />Robert L. Richardson. Also present were City Manager David N. Ream, city <br />Attorney Edward J. Cooper, and Clerk of the Council Janice C.
