Authority Members present were Tony Espinoza, Tom <br />Lutz, Patricia McGuigan, Lisa Mills, Ted R Moreno, and Robert L. Richardson. Also <br />present were City Manager David N. Ream, City Attorney Edward J. Cooper, and Clerk <br />of the Council Janice C.
