REFLECTING POOLS As recommended by <br />ORANGE COUNTY COURTHOUSE J. Richard Smith, <br />ALLOCATION APPROVED Assistant City <br /> Engineer, allocation <br />of $61,000 from the Civic Center Parking Maintenance Fund <br />#2661 for the conversion of reflecting pools at the Orange <br />County Courthouse to landscaped areas, was approved on the <br />motion of Councilman Bricken, seconded by Councilman Ortiz, <br />and carried 6:1 with Councilman Ortiz dissenting. CA 77.18 <br /> <br />AUDIENCE MEASUREMENT PRACTICES An interim report <br />INTERIM REPORT - REFERRAL #31-76 dated December 14, <br />FILED 1976 and prepared <br /> by Michael J. <br />Karger, Deputy City Attorney, describing the progress in <br />obtaining TV market surveys for Orange County separate <br />from Los Angeles County, was received and filed on the. <br />unanimously approved 6:0 motion of Councilman Brandt, <br />seconded by Councilman Ward. <br /> <br />CA 153.3 <br /> <br />'ANIMAL CONTROL SERVICES After consideration <br />REFERRAL #43-76 - DELETED of the report dated <br />IMPROVEMENTS AUTHOK-I~ December 8, 1976, <br /> and prepared by City <br /> Manager Bruce C. Spragg, Staff was authorized to investigate <br /> the possibility of providing alternate dog pound facilities <br /> on the motion of Councilman Ortiz, seconded by Councilman <br /> Ward, and carried 6:0 unanimously. On the further unanimously <br /> approved 6:0 motion of Councilman Brandt,seconded by Mayor' <br /> Garthe, the following action was taken: <br /> <br />1) Authorized addition of one vehicle when <br /> funding becomes available; <br /> <br />2) <br /> <br />Authorized addition of up to two addi- <br />tional personnel commencing fiscal year <br />1977-78; and <br /> <br />3) Deleted Council Referral Item No. 43-76 <br /> from the Summary. <br /> <br />The City Attorney was also instructed to prepare an ordinance <br />to increase the penalties for violations of the leash law, on <br />the motion of Councilman Ward, seconded by Councilman Yamamoto, <br />and carried unanimously 6:0. . CA 95 <br /> <br />AGENDA ORDER Because of the late <br /> hour, the balance of <br /> the afternoon Agenda <br /> was postponed until <br />after the evening Agenda, on the unanimously approved 6:0 <br />motion of Councilman Brandt, seconded by Councilman Ward. <br /> <br />EXECUTIVE SESSION At 5:30 P.M.
