MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />January 25, 1977 <br /> <br />The meeting was called to order at S:00 P.M. by Vice Mayor <br />Vernon S. Evans, in the City Council Chambers, 22 Civic Center <br />Plaza. The following Council members were present: David F. <br />Ortiz, Ha~ry K. Yamamoto, David L. Brandt, James E. Ward, <br />and Vice Mayor~Evans. Councilman Gordon Bricken arrived at <br />S:0S P.M.; Mayor.John Garthe was absent. Also present were <br />the following members of Staff: City Manager Bruce C. Spragg, <br />City Attorney Keith L. Gow, Assistant City Manager Ronald <br />Wolford, Director of Public Works John E. Stevens, and <br />Clerk of the Council Florence I.
