ORAL COMMUNICATION - ORANGE COUNTY On the motion of <br />FEDERAL DISTRICT COURT Coumcilman Bricken, <br />TRAVEL AUTHORIZED seconded by Council- <br /> man Brandt, and <br />carried 6:0 unanimously, payment for expenses for Mayor's <br />representative, Tom McMichael, to travel to Washington, D.C. <br />February 20 through February 24, to continue his efforts <br />to establish an Orange County Federal District Court in <br />Santa Anal, was authorized. Travel expenses for Judge <br />William Mock to accompany Mr. McMichael were also authorized <br />on the motion of Councilman Bricken, seconded by Councilman <br />Brandt, and carried 4:2 with Councilmen Ward and Yamamoto <br />dissenting. CA 77.10a <br /> <br />ORAL COMMUNICATION - LEAGUE OF On the motion of Council- <br />CITIES PUBLIC SAFETY COMMITTEE man Bricken, seconded <br />COUNCILMAN BRANDT. RECOMMENDED by Councilman Ortiz, <br /> and carried 6:0 unanimously, <br />Councilman Brandt was recommended for reappointment as a member <br />of the State League of California Cities Public Safety Commit- <br />tee for the coming year. The Mayor was authorized,to direct <br />a letter to the League and to Duane Winters, Orange County <br />State Director, advising_him:also of Council's action. Mayor <br />REDEVELOPMENT AGENCY Garthe recessed the <br /> Council meeting; at <br /> 6:0S P.M. the meeting <br />was reconvened and immediately recessed to hold the Community <br />Redevelopment Agency meeting; at 6:2S P.M. Council reconvened <br />and recessed to convene at the Camelot Restaurant, 1100 South <br />Grand Avenue, for a joint meeting with the Personnel Board. <br /> <br />Cuuncil again reconvened at the Camelot with all Councilmen <br />present. Also present were City Manager Bruce Spragg; Direc- <br />tor of Personnel Don Bott; Senior Personnel Analyst Bill <br />Osness; City Attorney Keith L. Gow; Deputy City Attorneys <br />Robert C. Sangster and Michael J. Karger; Clerk of the Coun- <br />cil Florence I. Malone; Mr. Richard Kreisler representing <br />the PEA and FBA; Mr.~John O'Malley representing the Orange <br />County Employees' Association; and J. Richard Santo, Chair- <br />man of the Board of the Santa Ana City Employees Association. <br />The following members of the Personnel B~ard were also presemt: <br />Pauline Lockwood, Fred Munoz, Martin Mora and Clarence Jack- <br />son. Mr. Richard Vogl, former Personnel Board member was <br />a}$olin attendance. ~ <br /> <br />PROPOSED REVISIONS TO <br />ARTICLE X OF THE SANTA <br />ANA CITY CHARTER <br /> <br />in 1952; that there have been no <br />to the civil service provisions; <br /> <br />Don Bott, Director <br />of Personnel, stated <br />that the City's <br />Charter was adopted <br />changes since that time <br />that the members of the <br /> <br />Personnel Board would like to make the Charter more easily <br />definable and more responsiv~ to contemporary needs; and <br />that a joint meeting of this type hopefully would address <br />these concerns. <br /> <br />Richard Vogl stated that the recommendations of the Personnel <br />Board for revisions to the Charter have not met with the <br />approval of the City Council; that it is difficult for the <br />Board to hear'that kind of comment without having specifics <br />pointed out for the purpose of responding; and that it is the <br />intention of the Personnel Board to make Chapter X of the <br />Charter a document within itself. <br /> <br />CITY COUNCIL MINUTES 40 JANUARY 25, 1977 <br /> <br /> <br />
