Mr. John O'Malley,, Staff representative of the:Orange County <br />Employees' Association, stated that the question of layoffs <br />has been looked at from the management standpoint and not from <br />the employee's standpoint; that job security seniority and <br />performance are important factors;.and that keeping an incompe- <br />tent employee on the job is a detriment to;other employees. <br /> <br />Vice Mayor Evans left the meeting at 7:00 P~M. <br /> <br />Councilman Ward Stated that:the reason he suggested meeting <br />with the Personnel Board was to be sure that these Charter <br />amendments would accomplish the right goals; that he is not <br />convinced; and that he will support placing them on the ballot, <br />but he will definitely work against certain items. <br /> <br />Richard Vogl stated that once items are placed on the ballot, <br />they will need the full support of the Council if they are <br />to be successful; and that if any Council member~ needs to <br />be sold on any of the proposed amendments, he should make those <br />items cie'ar so that. the Personnel Board and the Charter Review <br />Committee could indicate the thinking behind them. <br /> <br />Martin Mora stated, that Zhe proper:thing to.do' would be to <br />give the packet of proposed amendments to Article X to the <br />members of the Council, le~ the Councilgo through them in <br />depth, and make known to the Personnel Board which sections <br />that they disagree with; that Zhe concerns ef the City Council <br />should be ironed out bef0re the document goes any further; <br />and that he would be willing to look at the document again <br />to consider any changes recommended by the Council. <br /> <br />Councilman Yamamoto stated that the Council appreciates the <br />work put into the proposed amendments by the Charter Review <br />Committee and the Personnel Board; that all seven of the <br />Councilmen are probably not going to be in agreement with all <br />of the proposed amendments; and that when the items are placed <br />on the ballot, some will write arguments for the amendments <br />and some will write arguments against the amendments. <br /> <br />Mayor Garthe staZed that it would be premature to ask the City <br />Attorney towrite an analysis for the~proposed amendments if <br />they are going to be modified; and stated that he would be <br />willing to communicate to the Personnel Board~ in writing, <br />any concerns that he has regarding the amendments. Councilman <br />Bricken suggested that a period of 60 days be established for <br />each Councilman to respond to the Personnel Board in writing <br />his concerns regarding, the amendments to the Charter. <br /> <br />On the motion of Councilman Ward, seconded by Councilman Brandt, <br />and carried 6~0, Council agreed to adopt in concept placement <br />of the Charter amendments on the ballot at a date to. be estab- <br />lished at a future time; that 60 days be allowed for comments <br />to the Personnel Board by the Council.
