REPRESENTATIVE OF THE CITY OF SANTA ANA TO ACT IN <br />CONNECTION WITH THE AFORESAID DRAFT APPLICATION AND <br />TO PROVIDE SUCH ADDITIONAL INFORMATION AS MAY BE <br />REQUIRED BY THE UNITED STATESDEPARTMENT OF HOUSING <br />AND URBAN DEVELOPMENT. <br /> <br />CA 140.20 <br /> <br />The motion to adopt the resolution included a stipulation that <br />Staff, under instruction from the Council, was to assist Mrs. <br />Walker in her efforts to obtain funds under the program for <br />the water system connection for the Howe-Waffle House under <br />Category Item 8, Community Sponsored Improvement Projects. <br /> CA 85.1d <br /> <br />PUBLIC HEARING BRISTOL STREET Mayor Garthe announced <br />TRAFFIC MANAGEMENT PLAN that this was the time <br />APPROVED and place for the public <br /> hearing of the Bristol <br />Street Traffic Management Plan between Seventeenth Street and <br />the Garden Grove Freeway. <br /> <br />Public Works Director John Stevens referred to the report dated <br />December 21, 1976, prepared by Joe Foust, Traffic Engineer. He <br />stated that as the result of negative reaction to the Bristol <br />Street widening project, this hearing is being held to discuss <br />proposed measures to improve the flow of traffic while still <br />providing the curb to curb width and generally existing roadway <br />characteristics; there are three recommendations for a minimum <br />expense that would considerably improve conditions: 1) Altera- <br />tion of signals to provide a dual left turn lane at the Bristol <br />Street-Memory Lane intersection; 2) Elimination of parking on <br />Bristol Street between Seventeenth Street and Santiago Creek, <br />so that a ten-foot median could be striped as a continuous <br />median to permit a two-way median left turn; and 3) The closure <br />of the entrance to Elm Street at Bristol Street to eliminate <br />its use as a detour through residential streets. <br /> <br />Clerk of the Council Florence I. Malone reported that a written <br />communication was received from Thomas E. Moore in favor of <br />the recommendations for traffic management. <br /> <br />Kenneth Williams, 2309 North Hesperian, spoke in favor of the <br />closure of Elm Street. <br /> <br />Dottie Pettinger, 2408 North Bristol, suggested that temporary <br />street closures are unsightly and more expensive to maintain; <br />that a permanent closure should proceed as soon as possible; <br />and that she would favor the widening of the Santiago Creek <br />Bridge. <br /> <br />John Coil, 2395 North Flower, spoke in favor of the recommendation. <br /> <br />There being no further speakers, Mayor Garthe closed the hearing. <br /> <br />The following motion made by Councilman Bricken, seconded by <br />Councilman Yamamoto, carried 5:0 unanimously: <br /> <br />1) Adopt the recommendations of Staff, as follows: <br /> <br />a) <br /> <br />Reconstruct the Bristol Street-Memory Lane <br />intersection to provide dual left-turn lanes <br />on Bristol Street, <br /> <br />b) Eliminate parking on Bristol Street between <br /> Seventeenth Street and Santiago Creek for <br /> the purpose of re-striping to provide a <br /> two-way left-turn median, and, <br /> <br />CITY COUNCIL MINUTES <br /> <br />54 FEBRUARY 7, 1977 <br /> <br /> <br />
