PUBLIC HEARING Mayor Garthe announced <br />BAKER SQUARE APARTMENT COMPLEX that this was the time <br />VA 76-57 - CONTINUED and place for the public <br /> hearing of Variance <br />Application 76-57 to construct a 90-unit FHA apartment complex <br />in the RI, R2, C4 and C5 Districts at 611-615 North Bristol, <br />and 618-630 North Baker. The matter had been set for hearing <br />by the City Council on January 3, 1977. <br /> <br />Senior Planner William Daugherty stated that the project size <br />is 3.2 acres, 300 feet fronting on Bristol and 226 feet fronting <br />on Baker; that the density would be 28.1 dwelling units per <br />acre; that the distribution would be 30 one-bedroom units, 30 <br />one-bedroom with loft units, and 30 two-bedroom units; that <br />there is 50% open space; that Bristol Street is a planned arterial <br />highway, and Baker Street is a local street; that the present <br />use is primarily vacant with two older single family homes and <br />an abandoned egg ranch; that the General Plan designates this <br />area for high density residential with a special study corridor <br />on Bristol Street; that this application was filed in the <br />latter part of 1976, the first public hearing was held on Octo- <br />ber 11, 1976 and approved; that on November 1, 1976 the Council <br />returned the Application to the Planning Commission for more <br />extensive deliberation on the traffic and crime concerns; that <br />meetings were held and some conditions were changed; and that <br />on December 13, 1976, the Planning Commission re-heard the <br />Application and it was approved on a 6:1 vote, with all the <br />additional conditions or amendments as recommended by Staff. <br /> <br />Those people speaking in favor of the Variance were: <br /> <br />Merton Butler, 1922 Omega, Owner of the abandoned Childers <br /> Hatchery <br />Lester Day, American Development Corporation, 3450 Wilshire <br /> Blvd., Los Angeles <br />Howard Jones of Ron McMahan, Architect, 6519 East Camino <br /> Vista, Anaheim <br />Don Fletcher, 718 North Baker <br />Von Thompson, 707 North Baker <br />Ann Madison, 600 South Harbor, Anaheim <br />Woody Johnson, 444 South Main, Orange <br /> <br />Duane Harmer, 633 North Baker, asked that a block wall be built <br />from the driveway to the north wall so that residents could not <br />move easily from the apartments to parked cars on the street. <br /> <br />The proponents stated that it is a housing development that is <br />needed in the inner city to provide Civic Center Personnel with <br />housing that is close to work; that it will upgrade the immediate <br />vicinity; and that the project is a good utilization of the land. <br /> <br />Those persons in opposition to the Variance were: <br /> <br />Rowena Macias, 1243 West Sixth Street <br />Rosa Rivera, 1246 West Sixth Street <br />Robert Gonzales, 1313 West 17th Street <br /> <br />The opponents stated that they were concerned about their <br />privacy; about the lack of parking for residents and visitors; <br />and about their children who play in the front yards. <br /> <br />There being no further speakers, the Mayor closed the public <br />hearing. <br /> <br />Councilman Yamamoto's motion, to approve, conditionally, the <br />Variance Application 76-57, as recommended by the Planning Comis- <br />sion Finding of Fact, was seconded by Councilman Ward.
