Leigh, <br /> 2502 Oakmont, repre- <br /> senting Released Time <br /> Christian Education, <br />1200 North Main <br />that a determination <br /> <br />had been made that the trailers that his organization parks <br />adjacent to public schools in various parts of the City may <br />be in violation of Section 36-145 of the Municipal Code, <br />which reads as follows: <br /> <br />Section 36-145. <br /> <br />Same-Commercial vehicles and trailer <br />parking prohibited. <br /> <br />No person shall park and leave standing any truck, <br />tractor, trailer, bus or any other commercial <br />vehicle, or any vehicle with a manufacturer's <br />rated capacity greater than three-quarters (S/4) <br />ton, or any item of farm machinery or special <br />purpose machine, or any house trailer, for a <br />period of time longer than two (2) hours of any <br />day upon any public street or highway in the City, <br />except while loading or unloading property, or <br />when such vehicle is parked in connection with, <br />and in aid of the performance of a service to <br />or on a property in the block in which such <br />vehicle is parked. (Code 1952, Section 3268.1; <br />Ord. No. NS-560, Section 1, 1-15-62) <br /> <br />Mr. Leigh stated that his organization has been operating <br />in the City for 32 years; that they serve 3,000 students; <br />and that the trailers are parked in one location from four <br />to eight hours. <br /> <br />City Attorney Keith Gow suggested that the ordinance be <br />amended. <br /> <br />The following motion made by Councilman Bricken, seconded by <br />Mayor Garthe, carried unanimously 6:0: <br /> <br />It is the intent of this Council that Released <br />Time Christian Education trailers perform a <br />service to the property under Section 36.145 of <br />the Santa Ana Municipal Code. <br /> <br />The following persons thanked Council for its action: <br /> <br />Dr. Norman W.
