MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />March 21, 1977 <br /> <br />The meeting was called to order by Mayor John Garthe at 2:05 <br />P.M. in the City Council Chambers, 22 Civic Center Plaza. <br />The following Council members were present: David F. Ortiz, <br />Harry K. Yamamoto, Vernon S. Evans, David L. Brandt, James E. <br />Ward, and Mayor Garthe. Councilman Gordon Bricken arrived <br />during the Executive Session, which was held at 5:20 P.M. <br />The following members of Staff were present: City Manager <br />Bruce C. Spragg, City Attorney Keith L. Gow, Assistant City <br />Manager Ronald Wolford, Director of Public Works John E. <br />Stevens, Planning Director Charles C. Zimmerman, and Clerk <br />of the Council Florence I. Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />man James Ward. <br /> <br />Following the Pledge <br />of Allegiance to the <br />Flag, the Invocation <br />was given by Council- <br /> <br />RECESS At 2:06 P.M. Council <br />HOUSING AUTHORITY recessed to convene <br />VEHICLE PARKING DISTRICT the regular meeting <br /> of the Housing Author- <br />ity; Council reconvened at 2:07 P.M. and immediately re- <br />cessed for the special meeting of the Board of Parking Place <br />Commissioners; the Council meeting reconvened at 2:09 P.M. <br />with the same members present. <br /> <br />CONSENT CALENDAR The following items <br />ITEMS REMOVED were removed from the <br />& DISSENTING VOTES Consent Calendar: <br /> Items 4 A and 12 G <br />requested by Councilman Yamamoto; Items 3 D, 12 A and 12 H <br />requested by Councilman Brandt; and Items 7 and 10 by Coun- <br />cilman Ward. Mayor Garthe, Councilmen Brandt and Ward, <br />abstained from voting on Item 1 because they had not been <br />present at the meeting of March 7, 1977. <br /> <br />NO votes were registered on Item 12 E by Councilmen Brandt <br />and Evans. <br /> <br />CONSENT CALENDAR On the unanimously <br />STAFF RECOMMENDATIONS approved 6:0 motion <br />APPROVED of Councilman Ward, <br /> seconded by Council- <br />man Evans, Council approved the action recommended by <br />Staff on the following Consent Calendar Items: <br /> <br />BID CALL <br /> <br />the following: <br /> <br />Approved plan~ and specifi- <br />cations and authorized <br />advertisement for bids on <br /> CA 89 <br /> <br />SPEC 77-014 - Twenty-three picnic tables. <br /> <br />CITY COUNCIL MINUTES <br /> <br />89 <br /> <br />MARCH 21, 1977 <br /> <br /> <br />
