MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />April 4, 1977 <br /> <br />The meeting was called to order at 2:05 P.M. by Mayor John <br />Garthe in the City Council Chambers, 22 Civic Center Plaza. <br />The following members of Council were present: Gordon Bricken, <br />David F. Ortiz, Harry K. Yamamoto, Vernon S. Evans, David L. <br />Brandt, James E. Ward, and Mayor Garthe. Staff members present <br />were City Manager Bruce C. Spragg, City Attorney Keith L. Gow, <br />Assistant City Manager Ronald Wolford, Director of Public Works <br />John E. Stevens, Planning Director Charles C. Zimmerman, Police <br />Chief Raymond C. Davis, and Clerk of the Council Florence I. <br />Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />man David F. Ortiz. <br /> <br />Following the Pledge <br />of Allegiance to the <br />Flag, the Invocation <br />was given by Council- <br /> <br />CONSENT CALENDAR NO votes were registered <br />DISSENTING VOTES on the following Consent <br /> Calendar Items: Items <br /> 4 D, 4 F, 4 G, and 4 H <br />by Councilman Yamamoto; Item 5 A by Councilman Evans; Item 7 B <br />by Councilman Ward. Councilmen Bricken and Evans declared a <br />conflict of interest and abstained from voting on Item 12 B. <br /> <br />CONSENT CALENDAR On the unanimously <br />STAFF RECOMMENDATIONS approved 7:0 motion <br />APPROVED of Councilman Evans, <br /> seconded by Councilman <br />Yamamoto, Council approved the recommendations of Staff on <br />the following Consent Calendar Items: <br /> <br />MINUTES <br /> <br />Approved the Minutes of the <br />Regular Meeting of March 21, <br />1977. <br /> <br />BID CALLS <br />the following: <br /> <br />Approved plans and specifi- <br />cations, and authorized <br />advertisement for bids on <br /> <br />PROJECT 1371 - Widen Seventeenth Street from Santiago <br />Street to Wright Street. <br /> <br />PROJECT 8305 - Resurfacing of four streets: French, <br />Valencia and Poinsettia between Santa Clara Avenue <br />and Edgewood Road, and Civic Center Drive between <br />Minter and SPRR. <br /> <br />PROJECT 8306 - Sealcoating of the following Streets; <br />Main Street between McFadden and Warner, Grand Avenue <br />between Chestnut and McFadden, Tustin Avenue between <br />First Street and Seventeenth Street, and Edinger Ave- <br />nue between Lyon and the Newport Freeway. <br /> <br />CITY COUNCIL MINUTES 109 APRIL 4, 1977 <br /> <br /> <br />
