Councilman Gordon Bricken's name was placed in nomination by <br />Councilman Yamamoto. Prior to receiving a second, Councilman <br />Bricken declined the nomination, stating that he could not <br />serve at this time and meet his other commitments. <br /> <br />There were no further nominations, and they were closed on the <br />unanimously approved 7:0 motion of Councilman Bricken, seconded <br />by Councilman Brandt. <br /> <br />Councilman James E. Ward was elected Vice Mayor by unanimous <br />ballot. CA 80 <br /> <br />ORANGE COUNTY SANITATION DISTRICTS On the motion of Council- <br />APPOINTMENTS man Brandt, seconded by <br /> Councilman Bricken, and <br /> carried 7:0 unanimously, <br />Councilman John Garthe was appointed as Director to Orange County <br />Sanitation Districts 2 and 3 and Alternate Director to Districts <br />1 and 7; Mayor Vernon S. Evans was appointed as Director to <br />Orange County Sanitation Districts 1 and 7 and Alternate Director <br />to Districts 2 and 3. CA 39 <br /> CA 80.1 <br /> <br />ORANGE COUNTY DIVISION Councilman Brandt <br />LEAGUE OF CALIFORNIA CITIES reported that the <br />PROPORTIONAL VOTING State of California <br /> Cities League Charter <br />prohibits proportional voting at the division level; and that <br />Committee of the Orange County Division of which he is <br />a member plans to recommend to the membership that the sub- <br />ject be withdrawn from consideration because of the Charter <br />restriction. <br /> <br />The City Attorney was directed to prepare a resolution for <br />presentation to the Orange County Division of the League, <br />recommending that the State League by-laws be amended to allow <br />for proportional voting at the Division level on the unanimously <br />approved 7:0 motion of Councilman Brandt, seconded by Council- <br />man Garthe. CA 148.1 <br /> CA 148.5 <br /> <br />TRIBUTE TO MAYOR GARTHE Councilman Bricken <br />1975 - 1977 expressed his <br /> gratitude for the <br /> leadership provided <br />during the past two years by former Mayor Garthe. He stated <br />that it was the kind of leadership that made the job of <br />Councilman easier and the community better; that it serves <br />as living proof that a dedicated and persevering individual <br />can meet the challenges of change that we face, and <br />do it well with a great degree of vigor and wisdom; and that <br />this City would be far poorer had John Garthe not been the <br />Mayor, and it is far richer that he has been.
