Planning Director Charles Zimmerman referred to the Planning <br />Commission report dated March 31, 1977, and indicated that <br />there were several surrounding properties that indicated that <br />the area could support an R3 zone; that the Planning Commis- <br />sion unanimously recommended approval of the rezoning following <br />a public hearing held March 28, 1977. <br /> <br />Howard G. Jacobs stated that he concurred with the findings of <br />the Staff and Planning Commission. <br /> <br />There were no written communications and no other speakers; <br />the Vice Mayor closed the public hearing. <br /> <br />ORDINANCE NO. NS-1367 - AN ORDINANCE OF THE CITY OF SANTA ANA <br />APPROVING AMENDMENT APPLICATION NO. 765 FILED BY HOWARD G. <br />JACOBS REZONING PROPERTY FROM THE C1 (COMMUNITY COMMERCIAL) <br />DISTRICT TO THE R3 (MEDIUM DENSITY MULTIPLE FAMILY RESIDENTIAL) <br />DISTRICT AND AMENDING SECTIONAL DISTRICT MAP 4-5-9 was placed <br />on first reading, and the Negative Declaration was approved <br />and filed, on the unanimously carried 6:0 motion of Councilman <br />Bricken, seconded by Councilman Garthe. CA 10 <br /> <br />ORANGE COUNTY LEAGUE OF CITIES After Council discussion <br />BUDGET - 2~ PER CAPITA ASSESSMENT and on the motion of <br />APPROVED Councilman Yamamoto, <br /> seconded by Vice Mayor <br />Ward, and carried 5:1, with Councilman Ortiz dissenting, <br />approval was given to an Orange County Division Budget pro- <br />posed by the Executive Director based upon a two cent per <br />capita assessment, with the assurance that this Council would <br />review and consider a somewhat higher budget if one is pro- <br />posed by the Director. <br /> <br />A prior motion made by Councilman Brandt, seconded by Council- <br />man Garthe, to approve the proposed budget based on a two cent <br />per capita assessment with the understanding that a larger <br />budget could be negotiated upwards, but not to exceed a 25% <br />increase, failed to carry on a 3:3 vote, with Councilmen <br />Yamamoto, Ortiz and Bricken dissenting. <br /> <br />Councilman Bricken stated that he could support a budget reflect- <br />ing a 5% increase in assessment. CA 148.1 <br /> <br />ORAL COMMUNICATION Upon the recommendation <br />CLAIM AGAINST CITY - REYES of the City Attorney, <br />ATTORNEY AUTHORIZED Keith Gow, on the motion <br /> of Councilman Garthe, <br />seconded by Councilman Yamamoto, the City Attorney was author- <br />ized to settle the claim filed by.
