SENATE BILL 42 The Mayor was authorized DETERMINATE SENTENCING ACT OF 1976 to write letters to State LETTERS IN OPPOSITION AUTHORIZED Legislators in opposition to Senate Bill 42 on the unanimously approved 4:0 motion of Councilman Yamamoto, seconded by Councilman Ortiz. The motion was in response to a letter dated March 11, 1977 from the San Francisco Board of Supervisors transmitting their resolution opposing the Bill, and asking for support of recommendations for amendments. CA 57 REQUEST FOR CITY PURCHASE A letter dated May 11, OF PROPERTY DUE TO HARDSHIP 1977 from Eric S. Norby, REFERRED attorney for Dan Ormsby, requesting the City to purchase Mr. Ormsby's real property at 1034 North Lincoln, was referred to Staff for report and recommendation. Mr. Norby stated that his client is unable to sell his property because Santa Ana's Master Plan shows that part of the property is scheduled to be acquired for the expansion of Civic Center Drive. CA 29.8 INCREASE IN AUDIT FEE The request of Diehl, FISCAL YEAR 1977-78 AUDIT SERVICE Evans and Company for APPROVED an increase in maximum audit fee for 1977-78 professional services to $7,600 was approved on the motion of Councilman Yamamoto, seconded by Councilman Bricken, and carried 4:0 unanimously. CA 65 ELM STREET CLOSURE A status report dated STATUS REPORT May 10, 1977, prepared FILED by Joe Foust, Traffic Engineer, on the plans for permanent cul-de-sacing of Elm Street, was received and filed on the motion of Councilman Bricken, seconded by Council- man Yamamoto, and carried unanimously 4:0. CA 29.8 CA 29.1 USE OF SURPLUS EDA FUNDS FOR In accordance with the TRAFFIC SIGNAL INSTALLATIONS recommendation of Director APPROVED of Public Works John E. Stevens in his report dated May 10, 1977, use of surplus Economic Development Agency Funds for the construction of a traffic signal at Fruit Street and Tustin Avenue and the installation of left-turn phases at First Street and Fairview Street was approved on the motion of Councilman Bricken, seconded by Councilman Ortiz, and carried 4:0 unanimously. CA 140.30 ORAL COMMUNICATION On the motion of Council- WATER PROJECTS man Bricken, seconded by LETTERS AUTHORIZED Councilman Yamamoto, and unanimously 4:0 carried, the Mayor was authorized to write a letter to President Carter urging the reinstatement of water projects cut from the 1977-78 budget; and the Mayor was authorized to write letters to State legislators opposing Assembly Bill 399 as drafted and favoring a modification to provide different treatment of wastewater discharged into the ocean than is provided for wastewater dis- charged into rivers and lakes.
