MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />June 28, 1977 <br /> <br />The meeting was called to order at 5:00 P.M. by Mayor Vernon <br />S. Evans in the City Council Chambers, 22 Civic Center Plaza. <br />Members of Council present were Gordon Bricken, David F. Ortiz, <br />John Garthe, David L. Brandt, James E. Ward and Mayor Evans. <br />Councilman Harry K. Yamamoto was absent. Also present were the <br />following members of Staff: City Manager Bruce C. Spragg, <br />City Attorney Keith L. Gow, Assistant City Manager Ronald Wolford, <br />Director of Public Works John E. Stevens, Planning Director <br />Charles C. Zimmerman, Police Chief Raymond C. Davis, and Clerk <br />of the Council Florence I. Malone. <br /> <br />PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />The Invocation was given <br />by Mayor Evans, following <br />the Pledge of Allegiance <br />to the Flag. <br /> <br />PRESENTATION - NAACP The scheduled presentation <br />MEMBERSHIP DRIVE PROCLAMATION of a Proclamation by the <br />SCOTTIE BIDDLE Mayor for "Santa Ana <br /> NAACP Membership Drive <br />Week" to Scottie Biddle, First Vice President, National <br />Association for the Advancement of Colored People, was cancelled <br />because Ms. Biddle was not present, and the Clerk was requested <br />to mail the proclamation to the organization. CA 46 <br /> <br />READING WAIVED On the unanimously approved <br /> 6:0 motion of Councilman <br /> Brandt, seconded by Coun-- <br /> cilman Bricken, Council <br />waived full reading of all ordinances and resolutions, the <br />titles of which appeared on the public Agenda, and consideration <br />was given by title only. <br /> <br />PUBLIC HEARING - WAIVER OF <br />DEDICATION & IMPROVEMENT <br />REQUIREMENTS - TOWNSEND TEXTRON <br /> <br />Textron for a waiver of all the <br />of the Santa Ana,Municipal Code. <br /> <br /> Mayor Evans announced <br /> that this was the time <br /> and place to consider the <br /> request filed by Townsend <br />requirements of Section 33-47 <br /> <br />Assistant City Manager Ronald Wolford referred to the report <br />dated June 23, prepared by Director of Public Works John Stevens, <br />and stated that Staff has reviewed the Master Plan of Highways <br />with respect to Warner Avenue and has determined the 100' <br />dedication requirement will not be needed based on the still- <br />supportable traffic data developed at the time of the Master <br />Plan preparation. He further stated that the dedication require- <br />ment had been deleted as a requirement for issuance of the <br />building permit; and that the Townsend Textron Co. is no longer <br />opposed to any of the conditions being imposed. This was orally <br />confirmed by the Company's Attorney, Mr. Roger Grable, who <br />stated that the request for waiver was withdrawn and that the <br />requirements set forth in Mr. Stevens' report were acceptable <br />to his client. <br /> <br />CITY COUNCIL MINUTES <br /> <br />219 JUNE 28, 1977 <br /> <br /> <br />
