<br />Agreement For Countywide Strategic <br />Plan for Terrorism Preparedness <br />March 7, 2005 <br />Page 2 <br /> <br />In December 2004, the City issued a Request for Proposal to provide a <br />countywide Strategic Plan for Terrorism Preparedness. Requests for <br />Proposals were mailed to five vendors and advertised in the Orange County <br />Register on December 13th and 14th 2004. A total of five proposals were <br />received (Exhibit 1). A committee composed of representatives of the Santa <br />Ana Urban Area, the Anaheim Urban Area, and the Orange County Operational <br />Area reviewed each of the proposals. The proposals were evaluated on the <br />following criteria: responsiveness to the RFP, quality and number of <br />references, demonstrated ability to provide comparable services as <br />requested in the RFP, ability to meet the deliverable deadlines, financial <br />stability and resources, and cost. <br /> <br />The recommended vendor, URS Corporation received the highest percentage in <br />the scoring process, and met or exceeded the evaluation criteria. <br /> <br />FISCAL IMPACT <br /> <br />Funds are available in the 2004 UASI Grant Other Contractual Services <br />Account (account no. 125-331-6291-33105). <br /> <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br /> <br />Q~l~ <br /> <br />, . <br />--'\i"\j\\t' \.. \.){~... :;; <br />Francisco Gutierrez <br />Executive Director <br />Finance & Mgmt.
