ZOO IMPROVEMENT PROGRAM Director of Recreation and <br />ORAL REPORT RECEIVED Parks Robert E. Gresham <br /> reported to Council that <br /> Staff meetings had been <br />held with Friends of the Zoo and the Board of Recreation and <br />Parks, along with potential members of proposed consulting team <br />to develop a master plan for Prentice Park Zoo; that by mid- <br />September he expects to have agreements prepared for Council to <br />employ the consultants necessary to compose the task force; <br />that matters of highest priority for the task force will be <br />landscaping, hospital facilities, and the pond in the children's <br />zoo; and that he had contacted Assemblyman Robinson's office <br />concerning installation of a freeway identification sign, and <br />he felt sure that on the basis of last year's attendance of <br />256,676 patrons that the Zoo would qualify for the desired free- <br />way identification. <br /> <br />Councilman Ward suggested that the master plan be completed <br />before any further implementation is commenced. CA 52.3 <br /> <br />MEDIAN PROGRAM Director of Recreation <br />ORAL REPORT RECEIVED and Parks Robert Gresham <br />REFERRED TO STAFF orally outlined four <br /> alternatives for action <br />to improve and maintain the 28 acres of medians within the City. <br />He referred to the condition of medians as a major image problem <br />for the City and his department. Alternate I to bomonite 100% <br />of the median neck areas and complete landscape renovation of all <br />medians in the City would cost $5S1,000. The landscape renova- <br />tion would be primarily turf with some trees, some boulder <br />treatment and some groundcover, with the lowest possible <br />maintenance. Alternate II would cost $135,960 and would improve <br />35% of the median areas by selecting the southeast and central <br />and northeast areas of the City. Alternate III addresses <br />selected arterial streets in the community: 17th and Bristol, Edinger, <br />Fourth Street, Santa Aha Boulevard, Civic Center Drive. South <br />Bristol and Plaza Drive, the highly visible arterial streets at <br />entrances to the City, a total of 31% of the medians at a cost of <br />$127,000. Alternate IV which Staff recommends for implementation <br />at this time addresses 29% of the medians, including Bristol and <br />17th, Edinger, South Bristol, Plaza Drive, Fourth Street and <br />Santa Ana Boulevard, at a cost of $111,000; that of the $120.000 <br />available there would be a remainder of $9,000 which could be <br />used for landscape renovation at West Edinger, MacArthur and <br />Warner. Mr. Gresham added that about 24% of the median <br />maintenance is scheduled for contractual maintenance at an <br />approximate annual cost of $35,000 $38,000, on a trial basis to <br />provide cost comparison with City-crew maintenance services. <br />He also noted that under CETA Title VI there is a summer ecology <br />team working on clean-up of medians. CA 29.14 <br /> CA 52 <br /> <br />On the motion of Councilman Ward, seconded by Councilman Ortiz, <br />and carried 4:0, Staff was requested to bring Alternative IV <br />back to Council on August 23, 1977 to consider for implementation. <br /> <br />NEGOTIATIONS WITH GARDEN GROVE Assistant City Manager <br />PURCHASE OF WATER SYSTEM Ronald Wolford reported <br />STATUS REPORT RECEIVED that the negotiations <br /> with the City of Garden <br />Grove for purchase of the water system are in the final stages; <br />that the details of a final settlement are being worked out; <br />and that it is hoped that a proposed program for acquisition can <br />be presented to Council on August 23, 1977.
