Council continued con- <br />PROHIBITING USE AS MISSION sideration of the follow- <br />CONTINUED TO SEPT. 6 lng ordinance to its <br /> regular meeting of <br />September 6, 1977, on the unanimously approved 6:0 motion of <br />Councilman Yamamoto, seconded by Councilman Brandt: <br /> <br /> ORDINANCE NO. NS-1377 - AN ORDINANCE OF THE CITY OF SANTA <br /> ANA PROHIBITING NEW USE OF PROPERTY AS A MISSION IN THE <br /> C1 (COMMUNITY COMMERCIAL) AND C2 (GENERAL COMMERCIAL) USE <br /> DISTRICTS FOR AN INTERIM PERIOD PENDING AMENDMENT OF THE <br /> MUNICIPAL CODE. CA 4~8 <br /> <br />Prior to the motion, the following persons spoke in favor of <br />second reading and adoption of the ordinance: <br /> <br />Ruby Epps, 626 North Jackson <br />Reverend John Frazier, 513 N. Bewley, Assembly of God Church <br />Rudy Montejano, 2360 Riverside Drive <br />Billy C. Hall, Executive Director, City Center Association <br /> <br />Council was informed by the speakers that the Assembly of God <br />Church had initiated negotiations with the Carpenters Union <br />representative to purchase the building for relocation of the <br />Assembly of God Church and Sunday School; that the church is an <br />acceptable use from the residents' point of view; and that the <br />Mission should not be allowed to operate in or near a residential <br />neighborhood. Mr. Hall also suggested that a Mission use in any <br />permitted zone be subject to a conditional use permit, so that <br />the City could have some control of the operation as well as <br />location. <br /> <br />Mr. Hugh Breckenridge, Attorney, representing the District Council <br />of Carpenters Union, argued against the second reading of the <br />ordinance, and stated that it was specifically designed to inter- <br />fere with the sale of the Carpenters Hall to the Mission; and <br />that if the negotiations with the church were not successful <br />and the ordinance adopted, the problem would still exist. <br /> <br />ORDINANCE NO.
