MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />November 7, 1977 <br /> <br />The meeting convened at 2:00 P.M. in the City Council Chambers, <br />22 Civic Center Plaza, and was called to order by Mayor Vernon <br />S. Evans. The following Council members responded to roll call: <br />David F. Ortiz, Harry K. Yamamoto, John Garthe, David L. Brandt, <br />James E. Ward, and Mayor Evans. Councilman Bricken arrived at <br />2:50 P.M. Also present were Staff members City Manager Bruce <br />C. Spragg, City Attorney Keith L. Gow, Assistant City Manager <br />Ronald Wolford, Director of Public Works John E. Stevens, Plan- <br />ning Director Charles C. Zimmerman and Clerk of the Council <br />Florence I. Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Mayor Evans. <br /> <br />CONSENT CALENDAR Councilman David F; Ortiz <br />ITEMS REMOVED requested removal of <br />& DISSENTING VOTES Items 12 B and 12 I from <br /> the Consent Calendar. Item <br />12 D was removed by Councilman Ward. Dissenting votes were as <br />follows: 4 A, 4 B, 4 E, 12 F, by Councilman Yamamoto; 5 A by <br />Mayor Evans; 4 E by Councilman Ward. Mayor Evans abstained from <br />voting on Item 3 D, and Councilman Ward abstained on Item 12 G. <br />Item 12 B was continued to the evening meeting (motion follows). <br /> <br />CONSENT CALENDAR On the unanimously approved <br />STAFF RECOMMENDATIONS 6:0 motion of Councilman <br />APPROVED Ward, seconded by Councilman <br /> Garthe, Council approved <br />the Staff recommendations on the following Consent Calendar items, <br />and continued Item 12 B to the evening Agenda: <br /> <br />MINUTES <br /> <br />Approved the Minutes of the <br />Regular Meetings of October <br />and October 17, 1977. <br /> <br />BID CALLS <br /> <br /> Approved plans and specifications, <br /> and authorized advertisement for <br /> bids on the following: <br /> <br />SPEC 77-059 - Two vans for Public Works inspectors. <br /> <br />SPEC 77-062 - Two office trailers for the corporation <br />yard. <br /> <br />SPEC 77-071 - Two compact automobiles. <br />SPEC 77-075 - One breath analyzer.
