Council Recommendation: Adopt: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA MAKING CERTAIN ENVIRONMENTAL FINDINGS AND CERTAIN FINDINGS WITH RESPECT TO THE CONSIDERATION TO BE RECEIVED BY THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA PURSUANT TO A PARTICIPATION AGREEMENT BETWEEN THE COMMUNITY REDE- VELOPMENT AGENCY OF THE CITY OF SANTA ANA AND SANTA ANA VENTURE FOR THE SALE OF CERTAIN REAL PROPERTY IN THE SANTA ANA REDEVELOPMENT PROJECT AND APPROVING THE SALE OF SAID REAL PROPERTY UPON THE TERMS AND CONDITIONS CON- TAINED IN THAT AGREEMENT. Commission Recommendation: Recommend that the Redevel- opment Agency approve the Participation Agreement with Santa Ana Venture for development of the Fashion Square commercial center. B. JOINT PUBLIC HEARING FOR THE PROPOSED SALE BY THE COMMUNITY REDEVELOPMENT AGENCY TO CM PLAZA (A-3 SITE/OLD COURTHOUSE PLAZA) Council/Agency Recommendation: Continue the joint pub- lic hearing until June 19, 1984. Commission Recommendation: Not applicable. AGREEMENTS A. AGREEMENT WITH KLST PARTNERSHIP Recommendation: Approve the terms outlined in the letter agreement with KLST and authorize staff to pro- ceed with preparation of the appropriate form of agree- ment. Commission Recommendation: Not applicable. B. EXCLUSIVE RIGHT TO NEGOTIATE TO THE BARRATT CORPORATION FOR DEVELOPMENT OF THE A-12 SITE Recommendation: Grant a 90-day exclusive right to nego- tiate to the Barratt Corporation for development of the A-12 site, subject to the developer's payment of a $15,000 good faith deposit. commission Recommendation: The Commission will consider the staff recommendation to grant an exclusive right to negotiate to the Barratt Corporation at its meeting of May 15, 1984 at 3:30 P.M. The results of the Commis- sion's consideration of this recommendation will be presented to the Agency at their evening meeting.
