the condemnation hearing for the property owned by George Pearson <br />on the corner of Newhope and First Street be closed. <br /> <br />On the motion of Councilman.Yamamoto, seconded by Councilman Ward, <br />and carried 7:0 unanimously, the following action was taken: <br /> <br />l) <br /> <br />The Public Hearing on eminent domain proceedings <br />regarding the George Pearson property at the corner <br />of First Street and Newhope Street was closed; and <br /> <br />The City Manager and the City Attorney were instructed <br />to conclude negotiations, and to prepare the necessary <br />documents, for the voluntary conveyance to the City of <br />two strips of land on the north and west sides of the <br />Branch Library site. CA 71 <br /> <br />PUBLIC HEARING - BLOCK GRANT FUNDS Mayor Evans announced <br />DOWNTOWN HOUSING PROJECT that this was the time <br />REALLOCATION APPROVED and place for the public <br /> hearing of the reallocation <br />of First ($27,418), Second ($129,600) and Third Year ($173,982) <br />Community Redevelopment Block Grant Funds to be used as an <br />advance to the Redevelopment Agency's Downtown Housing Project <br />between First and Third, and Ross and Flower Streets. <br /> <br />Assistant City Manager Ronald Wolford stated that the City's <br />Community Development Team monitors housing and Community Devel- <br />opment programs; that there will be some projects where it will <br />not be possible to spend all the money allocated; that the Down- <br />town Housing Project Area property values are increasing by sig- <br />nificant amounts and it would be advantageous to the City to <br />proceed with acquisitions as soon as possible; and that excess <br />moneys in Community Development Block Grant Funds (total of <br />$331,000) could be advanced to the Agency to be repaid from the <br />Agency's $750,000 allocation for fiscal year 1978-79. <br /> <br />Mayor Evans stated that speakers on this matter would be welcomed <br />at this time. <br /> <br />Speakers in favor of the reallocation of Community Development <br />Block Grant Funds to the Redevelopment Agency's Downtown Housing <br />Project were: <br /> <br />Lydia Morales, 601 N.
