<br />The Director reported that a hearing on the EIR and Specific Plan
<br />had been held by the City Board of Recreation and Parks, who
<br />found the EIR to be inadequate in its discussion of noise, odor,
<br />parking, privacy and security, pollution, vegetation and wild
<br />life impacts on the City; and that it does not provide proper
<br />mitigation of these impacts. The Board approved the exclusion
<br />of recreational trails within existing and future right-of-way
<br />of Santiago Creek from Santa Ana River to Santa Ana Freeway.
<br />The Board also approved locating a bike trail along Memory Lane
<br />from the Santa Ana River to one block east of Flower Street,
<br />then south to Santiago Creek; consistent with Council Resolution
