Adopt a resolution adopting a Home Mortgage Finance 6< Mortgage Certificate Program in cooperation with the County of Orange, authorizing an application to the California Debt Limit Allocation Committee for an allocation for the issuance of Mortgage Credit Certificates and the transfer of such allocation to the County of Orange. 2. Recommend that the Community Redevelopment Agency direct the Agency Attorney to prepare and authorize the Chairman and the Executive Director to execute a cooperative agreement between the County of Orange and the Community Redevelopment Agency of the City of Santa Ana to implement a Home Mortgage Finance and Mortgage Credit Certificate Program, by a vote of 7:0 (Hernandez absent). AB 265 (CHAPTER 1135, STATUTES OF 1985) RESIDENTIAL SET- ASIDE COMPLIANCE FINDING RedeveloDment A2ency Action' Adopt a Resolution: RESOLUTION NO. 91-05 - A Resolution of the Community Redevelopment Agency of the City of Santa Ana making certain findings pursuant to Section 33334.2 of the Community Redevelopment Law for Fiscal Year 1991-92. RedeveloDment Commission Recommendation: Recommend that the Redevelopment Agency adopt a resolution finding that the Agency is exempt from the requirement of appropriating 20 percent of the tax increment in the Central City Project Area for low- and moderate-income housing because a substantial effort to meet these housing needs is being made through the tax increment revenues from the other five project areas, by a vote of 4:0 (Esparza, Nalle and Stiens absent) .
