MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />February 6, 1978 <br /> <br />The meeting was called to order by Mayor Vernon S. Evans at <br />2:05 P.M. in the City Council Chambers, 22 Civic Center Plaza. <br />Council members present were David F. Ortiz, Harry K. Yamamoto, <br />John Garthe, David L. Brandt, James E. Ward, and Mayor Evans. <br />Councilman Bricken arrived at 3:37 P.M. The following members <br />of Staff were also present: City Manager Bruce C. Spragg, <br />City Attorney Keith L. Gow, Director of Public Works John E. <br />Stevens, Planning Director Charles C. Zimmerman, and Clerk of <br />the Council Florence I. Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Mayor Evans. <br /> <br />CONSENT CALENDAR The following items were <br />ITEMS REMOVED & removed from the Consent <br />DISSENTING VOTES Calendar: Items 10 B and <br /> 10 D by Councilman Garthe; <br />Item 12 C by Councilman Brandt; and Item 6 D requested by a <br />party to the escrow, Leslie Badin Jr. <br /> <br />Dissenting votes were registered by Councilman Yamamoto on 4 <br />Councilman Ward on 4 E, 6 A, 7 C; and by Mayor Evans on 3 B, <br />3 G, and 5 D. <br /> <br />CONSENT CALENDAR <br />STAFF RECOMMENDATIONS <br />APPROVED <br /> <br />the Staff recommendations on the <br /> <br /> On the unanimously approved <br /> 6:0 motion of Councilman <br /> Ward, seconded by Council- <br /> man Garthe, Council approved <br />following Consent Calendar Items: <br /> <br />MINUTES Approved the Minutes of the <br /> Regular Meetings of December 19 <br /> and December 27, 1977 and the <br />Adjourned Regular Meeting of December 21, 1977. <br /> <br />BID CALLS <br /> <br />Approved plans and specifications <br />and authorized advertisement for <br />bids on the following: <br /> <br />SPEC 77-094 - One gasoline storage tank and pump to be <br />installed at Station 5, 120 West Walnut. <br /> <br />SPEC 78-002 - 225 KVAR capacitors (to improve efficiency <br />of power use). <br /> <br />SPEC 78-003 - Labor and material to install equipment <br />on new police cars. <br /> <br />SPEC 78-005 - Water alarm system for City Hall. <br /> <br />SPEC 78-006 - Smoke detection system for City Hall. <br /> <br />PROJECT 1373 - Widening of Flower Street between Civic <br />Center Drive and 17th Street. <br /> <br />CITY COUNCIL MINUTES <br /> <br />35 FEBRUARY 6, 1978 <br /> <br /> <br />
