Those recommended actions were as follows: <br /> <br />1) The Order of the Chief of Police insofar as it revokes the <br /> "after hours" permit of January 5, 1976 be sustained; <br /> <br />2) <br /> <br />The Order of the Chief of Police revoking the dance permit <br />of September 24, 1974 be modified; <br /> <br />3) No valid permit exists for dancing after 1:30 A.M.; <br /> <br />4) <br /> <br />Appellant be ordered to cease and desist in the use of any <br />type of check-out pass; <br /> <br />5) The Order revoking the September 24, 1974 permit be condi- <br /> tioned as follows: <br /> <br />a) <br /> <br />Dancing on Wednesday, Thursday and Sunday between the <br />hours of 8:00 P.M. and 12:00 Midnight; and between the <br />hours of 8:00 P.M. and 1:30 A.M. on Fridays, Saturdays <br />and Holidays (including May 5 and September 1S); <br /> <br />b) No music may be played outside the premises; <br /> <br />c) <br /> <br />Two special officers shall be employed by the Management <br />to be approved by the Chief of Police to keep the peace <br />and enforce all statutes and ordinances during all times <br />dancing is allowed; <br /> <br />d) Off street parking must be provided within six months of <br /> this Order to the rear and next to the bar. <br /> <br />On the motion of Councilman Garthe, seconded by Councilman Brandt, <br />carried 7:0 unanimously, Recommendation III of the Artesia Neigh- <br />bors was approved, to direct Staff to prepare a report and recom- <br />mend additional street lights on the following streets near the <br />B1 Monterey Bar: English, Townsend, Sunset and Daisy. <br /> <br />Councilman Bricken moved to approve Recommendation II of the <br />Artesia Neighbors, to instruct the Police Department to a) In- <br />crease overall police patroling in the area, and b) To patrol <br />Fifth Street with a Drunk Driving Team more effectively on a <br />daily basis and especially on the weekends; the motion was <br />seconded by Councilman Ortiz, and carried 4:3, with Councilmen <br />Ward, Garthe and Yamamoto dissenting.
