(SPR 77-14) (Agenda Item 6D) <br /> CA 155 <br /> <br />Leslie Badin, Jr., 4882 Basswood Lane, Irvine, one of the pur- <br />chasers of a portion of the property at 817 North Flower, stated <br />that he had approached the City in November or December with <br />regard to the purchase of the property; that sometime between <br />then and December, it was declared surplus and all of the property <br />owners were notified of the auction to be held on January 18; <br />that he had been a successful bidder on a portion of the property; <br />that a Mr. Jones, who is trying to develop in the area was <br />outbid at the auction and is buying from other property owners; <br />that the approval of the Redevelopment Agency was given and <br />now the Director is taking back his word; and that the property <br />is already in escrow and just awaiting Council approval. <br /> <br />City Manager Bruce Spragg stated that he thought the Council <br />should be made aware that a developer who wishes to assemble <br />the whole block for development, Mr. Jones, will meet with. <br />the Redevelopment Commission to see if he will proceed; and <br />that a report will be made to Council on February 21, 1978. <br /> <br />Mr. Badin stated that he had purchased the adjacent property <br />in July and found he was unable to develop it due to inadequate <br />parking; that he has had to acquire a portion of the surplus <br />land for that purpose; that he purchased 12 feet and the remain- <br />ing 30 feet was sold at auction; and that any further delay of <br />the purchase is costing him a great deal. <br /> <br />CHANGE ORDER #5 - PROJECT 8505 Councilman Ward's motion <br />NEWHOPE BRANCH LIBRARY to approve the following <br />APPROVED change order was seconded <br /> by Councilman Yamamoto, <br />and carried 5:1, with Councilman Garthe dissenting: <br /> <br />CITY COUNCIL MINUTES <br /> <br />41 FEBRUARY 6, 1978 <br /> <br /> <br />
