MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA~ CALIFORNIA <br /> <br />February 21, 1978 <br /> <br />The meeting was called to order at 2:05 P.M. in the City Council <br />Chamber, 22 Civic Center Plaza, by Mayor Vernon S. Evans. The <br />following Council members responded to roll call: David F. Ortiz, <br />Harry K. Yamamoto, John Garthe, David L. Brandt, James E. Ward, <br />and Mayor Vernon S. Evans. Councilman Gordon Bricken arrived at <br />2:10 P.M. Members of Staff present were City Manager Bruce C. <br />Spragg, City Attorney Keith Gow, Director of Public Works John E. <br />Stevens, Planning Director Charles Zimmerman, Police Chief Raymond <br />C. Davis, and Clerk of the Council Florence I. Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Councilman Ortiz. <br /> <br />SPECIAL PRESENTATION Manuel Banuelos and Robert <br />BRONZE MEDALLION FOR HEROISM Appelby accepted the Fire <br />ROBERT APPELBY; MANUEL BANUELOS Department Bronze Medallion <br /> for heroism presented by <br />Councilman Garthe on behalf of the City, following Fire Chief <br />B. J. Thompson's description of their separate and timely acts <br />of heroism in saving a human life from fire and by application <br />of mouth to mouth resuscitation, respectively. CA 73B <br /> <br />Councilman Bricken arrived at 2:10 P.M. <br /> <br />SPECIAL PRESENTATION Spider McLean of Radio <br />KWIZ "KOOL HEAD" AWARD Station KWIZ, Santa Ana, <br />FOR HEROISM presented the KWIZ "Kool <br /> Head" award to Messrs. <br />Banuelos and Appelby, and their names have been added to the <br />"Kool Head" bronze plaque as recipients of the recognition. <br />The plaque is on display in the Council Chamber lobby. CA 73A <br /> <br />RECESS At 2:15 P.M., the Council <br />HOUSING AUTHORITY recessed for a Special <br /> meeting of the Housing <br /> Authority. The Council <br />meeting was reconvened at 2:19 P.M. with all Councilmen present. <br /> <br />CONSENT CALENDAR Councilman James Ward re- <br />ITEMS REMOVED quested the removal of the <br />& DISSENTING VOTES following Agenda items from <br /> the Consent Calendar: SC, <br />6C, 7A, and 12A. Councilman Bricken registered a NO vote on <br />Item 4. Councilman Yamamoto registered a NO vote on Item 12D. <br />Mayor Evans registered NO votes on Items 4E and 12D.
