SCAG MJ~MBERSHIP WITHDRAWAL Mr~ Mark Pisano, Executive <br />RECONSIDERATION - CONTINUED Director of the Southern <br /> California Association of <br /> Governments (SCAG}, re- <br />quested Council to continue its SCAG membership and rescind its <br />February 6, 1978 action to withdraw from the Association. His <br />reasons included: <br /> <br />l) <br /> <br />Participation of several Santa Ana Councilmen in SCAG <br />programs, which has provided leadership and assistance <br />for issues that have benefitted the entire region; and <br /> <br />z) <br /> <br />New policy directions for SCAG that will improve its <br />communications with cities, counties and sub-regions. <br /> <br />Councilman Yamamoto moved for reconsideration of Council's Febru- <br />ary 6 motion to withdraw from SCAG membership; the motion was <br />seconded by Councilman Ward, and carried as follows: <br /> <br />AYES: Ward, Brandt, Yamamoto, Bricken <br /> <br />NOES: Garthe, Evans Ortiz <br /> <br />ABSENT: None <br /> <br />During discussion Councilman Brandt pointed out that the City's <br />SCAG dues were paid through June 30, 1978 and the City's member- <br />ship would continue in effect until then. <br /> <br />Councilman Ward moved to reinstate the City's withdrawal from <br />SCAG membership as of July 1, 1978, in favor of supporting a <br />Mini-COG (Council of Governments) in Orange County established <br />on the basis of fairer representation. Councilman Yamamoto <br />seconded the motion, which failed as follows: <br /> <br />AYES: Ward, Brandt, Garthe <br /> <br />NOES: Evans, Yamamoto, Ortiz, Bricken <br /> <br />ABSENT: None <br /> <br />Councilman Garthe moved to continue the matter until March 20; the <br />motion was seconded by Councilman Bricken and carried as follows: <br /> <br />AYES: Ward, Brandt, Yamamoto, Ortiz, Bricken <br /> <br />NOES: Evans, Ortiz <br /> <br />ABSENT: None CA 141 <br /> <br />RECESS <br /> <br />Mayor Evans called for a <br />recess at 3:S5 P.M.; <br />Council reconvened at 4:03 <br />P.M. with all members present. <br /> <br />ORDINANCE NO. NS-1407 Councilman Ward <br />CONDUCT IN PUBLIC PARKS moved to refer the <br />REFERRED TO STAFF following ordinance <br /> back to Staff for <br />deletion of references to alcoholic beverages, to be re- <br />considered on March 13, 1978.
