MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />April 3, 1978 <br /> <br />At 2:00 P.M. Vice Mayor James E. Ward called the meeting to order <br />in the City Council Chamber, 22 Civic Center Plaza, in the absence <br />of Mayor Vernon S. Evans. Members of the City Council present <br />were Gordon Bricken, Harry K. Yamamoto, John Garthe, David L. <br />Brandt, and Vice Mayor Ward. Mayor Evans and Councilman David F. <br />Ortiz were absent. The following Staff members were present: <br />City Manager Bruce C. Spragg, Assistant City Manager Daniel E. <br />Stone, City Attorney Keith L. Gow, Director of Public Works <br />John E. Stevens, Planning Director Charles C. Zimmerman, Police <br />Chief Raymond C. Davis, and Clerk of the Council Florence I. <br />Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Councilman Ortiz. <br /> <br />HOUSING UNITS FOR SENIORS & On the motion of Council- <br />HANDICAPPED - AUTHORIZATION REQUEST man Bricken, seconded by <br />REFERRED TO CITY ATTORNEY Councilman Garthe, carried <br /> 5:0 unanimously, the <br />City Attorney was instructed to study and report back to Council <br />all aspects of the referendum powers and the implications of <br />pass through authority to private developers seeking to develop <br />housing for the elderly or handicapped in the City, including <br />the merits of re-submitting a revised referendum to the City <br />voters regarding the broadening of the referendum to both public <br />and private entities and thus permitting a more flexible approach <br />to future State housing allocation for the area. <br /> <br />A prior motion by Councilman Yamamoto, seconded by Councilman <br />Bricken, to take under consideration the use of the referendum <br />powers vested in the Housing Authority by the two developers, <br />Goldrich, Kest and Associates and Forest City Dillon, and any <br />other qualified developer who might seek similar authorization, <br />failed to carry as follows: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Ward <br />Brandt, Bricken, <br />Evans, Ortiz <br /> <br />Yamamoto, Garthe <br /> <br />Rudy Francis, Vice Chairman of the Housing Advisory Commission, <br />stated that the Commission had heard presentations by the two <br />developers interested in housing for the elderly and handicapped; <br />that both developers proved to be qualified and reputable; that <br />the developers stated that if the Housing Authority were to <br />provide occupants for the housing project, it would be so time <br />consuming as to be unprofitable for them; and that approxi- <br />mately three residents of every ten are from other cities in <br />the County. CA 137.8 <br /> <br />CONSENT CALENDAR Items removed from the <br />ITEMS REMOVED & Consent Calendar were <br />DISSENTING VOTES Item 4 E by Councilman <br /> Yamamoto, and Item 4 L <br />by Vice Mayor Ward.
