He emphasized that the primary responsibility <br />for continued trash disposal service is that of the contractor. <br /> A-1963 <br /> <br />ORAL COMMUNICATION Director of Public Works <br />DEVELOPMENT OF FORREST PAULL PARK John Stevens stated that <br />AGREEMENT APPROVED Council had previously <br /> approved an agreement with <br />the County of Orange to develop Forrest Paull Park with the added <br />condition that a concrete block wall be constructed between the <br />park and residences to the west, and that certain environmental <br />precautions be taken by the County. Mr. Stevens stated that a <br />new agreement has been prepared which includes these conditions, <br />and he requested that the Mayor be authorized to execute the <br />agreement as approved. <br /> <br />On the motion of Councilman Garthe, seconded by Councilman Ward, <br />carried 7:0 unanimously, the Mayor and Clerk were authorized to <br />execute the amended agreement with the County of Orange for the <br />development of Forrest Paull Park. Mr. Bril said it was his pleasure to have <br />contributed to the building quality and safety development of <br />Santa Ana for more than eighteen years, since 1959. CA ?3B <br /> <br />SPECIAL PRESENTATION Councilman Brandt made the <br />RESOLUTION 78-46 ROTARY CLUB presentation of Resolution <br />"FOUR-WAY TEST CITY" No. 78-46, adopted by the <br /> City Council during the <br />afternoon meeting, to Mr. Marty Lockney, Mr. Jack Powers, and <br />Mr. Ray Hubert of the Rotary Club of Santa Ana North. The <br />resolution proclaimed the City of Santa Aha as a "Four-Way Test <br />City", and resolved that the City Council would consider the <br />following four questions prior to making any decisions: 1) Is <br />it the truth? 2) Is it fair to all concerned? 3) Will it build <br />good will and better friendships? and 4) Will it be beneficial <br />to all concerned?
