MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />May 23, 1978 <br /> <br />The meeting was called to order at 5:00 P.M. by Mayor Vernon <br />S. Evans in the City Council Chambers, 22 Civic Center Plaza. <br />Council members present were David F. Ortiz, Harry K. Yamamoto, <br />John Garthe, David L. Brandt, James E. Ward, and Mayor Evans. <br />Councilman Gordon Bricken was absent. The following members <br />of Staff were present: Daniel E. Stone, Assistant City Manager; <br />Keith L. Gow, City Attorney; and Florence I. Malone, Clerk of <br />the Council. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Councilman Ward. <br /> <br />READING WAIVED Councilman Garthe's motion <br /> to waive full reading of <br /> all ordinances and reso- <br /> lutions, the titles of <br />which appear on the public Agenda, or which otherwise come <br />before this Council, and the titles of which are read, and to <br />consider by title only, was seconded by Councilman Ortiz, and <br />carried 6:0 unanimously. <br /> <br />RESOLUTION NO. 78-55 A RESOLUTION OF THE CITY <br />PRIOR SERVICE LIABILITIES - PERS COUNCIL OF THE CITY OF <br />CONTINUED SANTA ANA APPROVING AN <br /> EXTENSION OF THE FUNDING <br />PERIOD EXPIRATION DATE FOR PRIOR SERVICE LIABILITIES (Public <br />Employees Retirement System) was continued on the unanimously <br />carried 6:0 motion of Councilman Ortiz, seconded by Councilman <br />Ward. CA 50.20 <br /> <br />RESOLUTION NO. 78-57 A RESOLUTION OF THE CITY <br />"HOLLY SUGAR" ANNEXATION COUNCIL OF THE CITY OF <br />ADOPTED SANTA ANA, TO INITIATE <br /> PROCEEDINGS FOR THE <br />ANNEXATION OF THE"HOLLY SUGAR FACTORY AREA" IN COMPLIANCE <br />WITH THE ORANGE COUNTY LOCAL AGENCY FORMATION COMMISSION RESO- <br />LUTION NO. 78-87 ADOPTED APRIL 26, 1978, SETTING A HEARING, <br />AND DIRECTING THE CLERK OF THE COUNCIL TO GIVE NOTICE was <br />adopted on the motion of Councilman Garthe, seconded by Council- <br />man Ward and carried 6:0 unanimously. Mayor Evans announced <br />that the public hearing would be held on June 27, 1978, at <br />S:00 P.M. in the City Council Chambers. CA 94 <br /> <br />REPRESENTATIVE TO Harry K. Yamamoto was <br />COMMUNITY DEVELOPMENT COUNCIL appointed to represent <br />YAMAMOTO APPOINTED the City of Santa Aha <br /> on the Board of Directors <br />of the Orange County Community Development Council, on the <br />motion of Councilman Ward, seconded by Councilman Brandt, <br />carried 6:0 unanimously.
