MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />June 12, 1978 <br /> <br />The meeting was called to order at 5:05 P.M., by Mayor Vernon <br />S. Evans, in the City Council Chambers, 22 Civic Center Plaza. <br />The following Council members were present: Gordon Bricken, <br />David F. Ortiz, Harry K. Yamamoto, John Garthe, David L. <br />Brandt, James E. Ward, and Mayor Evans. Also present were the <br />following members of Staff: City Manager Bruce C. Spragg, <br />City Attorney Keith L. Gow, Assistant City Manager Daniel <br />Stone, Director of Personnel Donald E. Bott, Police Chief <br />Raymond C. Davis, Fire Chief B. J. Thompson, and Clerk of the <br />Council Florence I. Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Bricken. <br /> <br />Following the Pledge <br />of Allegiance to the <br />Flag, the Invocation <br />was given by Councilma~ <br /> <br />EXECUTIVE SESSION At 5:07 P.M. Mayor <br />PERSONNEL MATTERS Evans declared a recess <br /> for an Executive Session <br /> to receive information <br />from and provide direction to the City's Negotiator, Don Bott, <br />relative to the current meet-and-confer sessions being held <br />with representatives of the various employees organizations, <br />the Policemen's Benevolent Association, Firemen's Benevolent <br />Association, and Santa Ana City Employees Association. The <br />City Manager and the City Attorney were also requested to <br />participate in the Executive Session. <br /> <br />The Council meeting was reconvened at 6:40 P.M., with all Coun- <br />cilmen present. <br /> <br />ORAL COMMUNICATION Michael J. McNulty, <br />LEGALITY OF EXECUTIVE SESSION 1836 North Spurgeon, <br /> questioned the legality <br /> of the Council's <br />Executive Session, and requested more specific information <br />regarding its purpose. Mayor Evans responded that the personnel <br />matters considered were strictly legal and were in conformance <br />with the "Brown Act" which regulates Executive Session matters. <br /> CA 80 <br /> <br />ADJOURNMENT At 6:45 P.M., the meet- <br /> ing was adjourned to <br /> 5:00 P.M., on Tuesday, <br /> June 13, 1978 in the <br />City Council Chambers, on the unanimously approved 7:0 motion <br />of Councilman Garthe, seconded by Councilman Brandt. <br /> <br />FLORENCE I.
