Davis <br />was received and filed, on the unanimously carried 7:0 motion <br />of Councilman Garthe, seconded by Councilman Bricken. The <br />report states the facts surrounding the termination of four <br />Police Department employees: David Howard, Robert Caro, George <br />Spencer and Santiago Naranjo. CA 47 <br /> <br />NEGATIVE DECLARATION FOR Negative Declaration <br />DEVELOPMENT OF THORNTON PARK 78-113 issued for the <br />APPROVED & FILED development of Thornton <br /> Park was approved and <br />filed on the motion of Councilman Bricken, seconded by Council- <br />man Brandt, carried 7:0 unanimously. <br /> <br />The approval was recommended by Planning Director Charles C. <br />Zimmerman in his report dated June 5, 1978 in which he stated <br />that environmental documents were required to apply for and <br />receive a Land and Water Conservation Fund grant. CA 52 <br /> <br />POST OFFICE NOISE A report dated June 12, <br />UPDATE REPORT - FILED 1978, prepared by Peter <br /> A. Grams, outlining <br /> meetings held and dis- <br />cussions leading to the decision to increase Police surveil- <br />lance at the Post Office facility at 2201 North Grand Avenue, <br />was received and filed, on the motion of Councilman Brandt, <br />seconded by Councilman Ward, carried 7:0 unanimously. Attached <br />to the report was a copy of a letter written by the Police Chief <br />to Postmaster Clayton Bakke, dated June 7, 1978 advising him <br />that violations of Municipal Code Section 18-309 (Loud or <br />Unusual Noises) would be investigated and prosecutions sought. <br /> <br />Wayn~ Miller, 1401 East Avalon, spoke in favor of increased <br />surveillance and enforcement of the Municipal noise ordinance <br />by the Police Department.
