There being no speakers on the subject, Mayor Evans closed the <br />Public hearing. <br /> <br />On the unanimously carried 7:0 motion of Councilman Brandt, <br />seconded by Councilman Garthe, the following resolution was <br />adopted: <br /> <br />RESOLUTION NO. 78-81 - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA AMA AMENDING THE LAND USE AND ARTERIAL <br />STREETS SECTION OF THE GENERAL PLAN BY REDESIGNATING PROPERTY <br />BOUNDED BY FIRST, THIRD, FLOWER, AND VAN NESS STREETS FROM <br />GOVERNMENT AND CIVIC FACILITIES AND PROFESSIONAL AND ADMINIS- <br />TRATIVE OFFICES TO HIGH DENSITY RESIDENTIAL. GENERAL PLAN <br />AMENDMENT 1978-2. CA 78.3 <br /> <br />PUBLIC HEARING - AMENDMENT Mayor Evans announced that <br />APPLICATION 795 - 1ST, 3RD, FLOWER this was the time and place <br />& VAN NESS - ORDINANCE NS-1431 for the public hearing of <br />FIRST READING Amendment Application <br /> No. 795 to rezone property <br />bounded by First, Third, Flower and Van Ness Streets from the <br />R3, P, C1, C2-HDII and 0 Districts to the Specific Development <br />District, SD-13. <br /> <br />Planning Director Charles Zimmerman stated that the proposed zone <br />change will be consistent and in conformance with the development <br />plan for the area, as well as with the General Plan Amendment <br />78-2 (Minutes Page 326) redesignating the subject property for <br />high density residential purposes; that the zone change will <br />implement the redevelopment policies of creating integrated <br />super-blocks by abandonment of unnecessary streets, consolidation <br />of fragmented land areas to provide needed in-town housing <br />facilities; that the proposal provides high density residential <br />land use and also provides adequate parking, ample recreational <br />and open space amenities and will be an asset to the surrounding <br />area; and that the Planning Commission, following a public hear- <br />ing on May 22, 1978 unanimously voted to certify the information <br />in the Redevelopment Agency's Environmental Impact Report and to <br />recommend approval of Amendment Application No. 795 as well as <br />Specific Development Plan #13. <br /> <br />There being no speakers on the subject, Mayor Evans closed the <br />public hearing. <br /> <br />On the motion of Councilman Garthe, seconded by Councilman Brandt, <br />carried 7:0 unanimously, the following ordinance was placed on <br />first reading: <br /> <br />ORDINANCE NO. NS-1431 - AN ORDINANCE OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA APPROVING AMENDMENT APPLICATION NO. <br />795 TO REZONE PROPERTY LOCATED BETWEEN FIRST, THIRD, FLOWER, <br />AND VAN NESS STREETS FROM THE R3, P, C1, C2-HD II AND O <br />DISTRICT TO THE SD (SPECIFIC DEVELOPMENT) DISTRICT AMENDING <br />SECTIONAL DISTRICT MAP NO. 12-5-10, AND ADOPTING SPECIFIC <br />DEVELOPMENT PLAN NO. 13.
