MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA~ CALIFORNIA <br /> <br />June 20, 1978 <br /> <br />The meeting was called to order at 8:08 P.M. by Mayor Vernon <br />S. Evans in the City Council Chambers, 22 Civic Center Plaza. <br />Council members present were: Gordon Bricken, David F. Ortiz, <br />Harry K. Yamamoto, John Garthe, David L. Brandt, James E. Ward <br />and Mayor Evans. The following Staff members were also present: <br />City Manager Bruce C. Spragg, City Attorney Keith L. Gow, <br />Assistant City Manager Daniel Stone, Police Chief Raymond C. <br />Davis, and Clerk of the Council Florence I. Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge <br />of Allegiance to the Flag, <br />the Invocation was given <br />by Councilman Ortiz. <br /> <br />MEETING OBJECTIVES Mayor Evans announced <br />OUTLINED BY MAYOR that Council would be <br /> considering the 1978-79 <br /> Police Department Budget <br />at this meeting; that following the Staff presentation, 15-20 <br />minutes time would be devoted to comments, suggestions and <br />recommendations from the audience. <br /> <br />POLICE DEPARTMENT Chief Davis distributed <br />OPERATING BUDGET schedules outlining <br />5% REDUCTION possible reductions in <br />TENTATIVELY APPROVED the Police Department's <br /> Preliminary Budget for <br />fiscal year 1978-79, ranging from a 2½% reduction to 13% reduc- <br />tion and described the impacts of each after he had opened his <br />presentation by stating that his objective is to maintain the <br />Community Oriented Policing (COP) Program. He described the <br />Program as the most successful in the State in law enforcement, <br />and, using the overhead projector, he presented statistical <br />comparisons and information to support his statement. <br /> <br />The Chief stated that the 2½% (Schedule A) and the 5% (Schedule <br />B) proposed budget reductions would not severely impact the <br />department's operation; that, respectively, they represent a <br />$365,000 and a $692,700 reduction from the $13,832,000 depart- <br />mental budget; and that the 10% (Schedule C) and 13% (Schedule <br />D) reductions of $1,382,000 and $1,827,250, respectively, would <br />drastically reduce or eliminate the COP Program entirely. <br /> <br />The following persons spoke in favor of maintaining the COP <br />Program and described its benefits to the community: Heulan <br />Smith, 706 N. Raitt; John Holmberg, 618 Cypress; Arla Crandall, <br />4206 W. Wisteria; Beverly Ravelli, 4902 W. Spruce; George Olm- <br />stead, 1527 S. Stanton; Louise McDaniel, 2901 W. First; <br />Arthur Stewart, 1030 W. Santa Ana Blvd.; Gino Leonetti, 2914 <br />W. Raymar. <br /> <br />Councilman Bricken moved to tentatively reduce the Police <br />Department's $13,832,000 proposed preliminary operating budget <br />by 5%, amounting to $692,700, without effecting any personnel <br />cuts.
