MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />June 26, 1978 <br /> <br />The meeting was called to order by Vice Mayor Ward at 5:10 P.M. <br />in the City Council Chambers, 22 Civic Center Plaza. Council <br />members present were Gordon Bricken, David F. Ortiz, Harry K. <br />Yamamoto, David L. Brandt, and Vice Mayor James E. Ward. Coun- <br />cilman John Garthe arrived at 5:10 P.M.; Mayor Vernon S. Evans <br />was absent. The following members of Staff were present: <br />City Manager Bruce C. Spragg, City Attorney Keith L. Gow, <br />Assistant City Manager Daniel Stone, and Clerk of the Council <br />Florence I. Malone. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Councilman Bricken. <br /> <br />FINANCE DEPARTMENT BUDGET Finance Director Law- <br />10% REDUCTION rence M. Shaffer distrib- <br />TENTATIVELY APPROVED uted a report to Council <br /> describing the impact of <br />5%, 7.4%, 10%, 11.7% and 14% reductions to his proposed <br />$792,975 preliminary budget, and he summarized it for Council. <br /> <br />Councilman Bricken moved to approve tentatively a 10% reduction <br />for the Finance Department's proposed budget. Councilman Yama- <br />moto seconded the motion, which failed on a tie vote as follows: <br /> <br />AYES: Yamamoto, Ortiz, Bricken <br /> <br />NOES: Brandt, Garthe, Ward <br /> <br />ABSENT: Evans <br /> <br />Councilman Brandt moved to approve tentatively a 7.4% reduction <br />for the Finance Department's proposed budget. The motion was <br />seconded by Councilman Garthe and carried as follows: <br /> <br />AYES: Brandt, Ward, Garthe, Ortiz <br /> <br />NOES: Yamamoto, Bricken <br /> <br />ABSENT: Evans CA 65B <br /> <br />PERSONNEL DEPARTMENT BUDGET Donald Bott, Director of <br />15% REDUCTION Personnel distributed his <br />TENTATIVELY APPROVED report to Council outlining <br /> proposed reductions and their <br />impacts, ranging from 7% to 15%. He stated that his proposed <br />$379,560 budget is essentially salaries and benefits for staff <br />members; and that he cannot effectively make any reduction without <br />impacting the current personnel level. <br /> <br />Councilman Bricken moved to approve tentatively a 15% reduction <br />for the Personnel Department. The motion was seconded by Council- <br />man Ortiz and carried 5:1, with Councilman Garthe dissenting. <br /> <br />Mr. Bott stated that a 15% reduction would eliminate all training <br />for a city this size, eliminate the ability to purchase exam <br />material, eliminate fingerprinting of job applicants, eliminate <br /> <br />CITY COUNCIL MINUTES <br /> <br />257 JUNE 26, 1978 <br /> <br /> <br />
