MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />July 11, 1978 <br /> <br />The meeting was called to order by Vice Mayor James E. Ward, in <br />the absence of the Mayor, in the City Council Chambers, 22 Civic <br />Center Plaza, at 2:00 P.M. Council members present were Gordon <br />Bricken, Harry K. Yamamoto, John Garthe, David L. Brandt and Vice <br />Mayor Ward. Mayor Vernon S. Evans and Councilman David F. Ortiz <br />were absent. Staff members present were City Manager Bruce C. <br />Spragg, City Attorney Keith L. Gow, Director of Public Works <br />John E. Stevens, Planning Director Charles C. Zimmerman, and <br />Clerk of the Council Florence I. Malone. <br /> <br />PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />the Flag. <br /> <br />The Invocation was given' <br />by Councilman Harry K. <br />Yamamoto, following the <br />Pledge of Allegiance to <br /> <br />208 WATER QUALITY MANAGEMENT PLAN Mr. Dennis Boyer, Public <br />NEWPORT-IRVINE WASTE MANAGEMENT Participation Coordinator <br />PLANNING AGENCY PRESENTATION for the Newport-Irvine <br /> Waste Management Planning <br />Agency, made a twelve-minute slide presentation summarizing the <br />progress of NIWA in its non-point source related water pollution <br />studies. Mr. Boyer pointed out that the NIWA studies are part <br />of a nationwide program to assure that adequate water pollution <br />control policies are developed by 1983 and were organized and <br />funded under Section 208 of federal Public Law 92-500. <br /> <br />Slides presented illustrated the five specific areas of local <br />water pollution problems designated by NIWA for the Phase II <br />Study: <br /> <br />Development of a conceptual plan for habitat <br />of the Upper Newport Bay in conjunction with <br />of Fish and Game's pilot dredging program; <br /> <br />restoration <br />the Department <br /> <br />2. Surface sanitation programs - identifying and evaluating <br /> street sweeping practices and catch basin cleaning; <br /> <br />Erosion and grading control enforcement or modification <br />to reduce siltation from construction practices and <br />natural causes; <br /> <br />Vessel waste management - development of a public educa- <br />tion pro~ram to reduce pollutants from vessel related <br />sources in Newport Bay; <br /> <br />Debris and sediment control in Hicks Canyon - develop- <br />ment of a project report for debris dam and accompanying <br />channel stabilization measures in Hicks Canyon - develop- <br />ment of a detailed program to manage watershed erosion. <br /> <br />The NIWA representative said that the Plan is scheduled for adop- <br />tion in early 1979, following the publication of the draft of the <br />Final Plan and public hearings to formally receive comments. <br /> <br />Councilman Bricken said that the absence of Council comment at <br />this time was not to be construed as approval of the proposals <br />presented.
