ORAL COMMUNICATION On the motion of Council- <br />WASTE COLLECTION STANDARDS man Ward, seconded by <br />REFERRED TO STAFF Councilman Bricken, <br /> carried 8:0 unanimously, <br />Staff was directed to develop minimum waste collection standards <br />for all categories of property use in the City. Councilman Ward's <br />suggestion was made to the Council in his memorandum dated <br />July 10, 1978 which emphasized that if this City contracts <br />with a waste collection contractor at rates based on comparison <br />with rates paid by four other Orange County cities, that a compar- <br />ison can only be made by means of a minimum waste collection <br />standard for each category of property use. CA 11.1 <br /> <br />RECESS At 3:53 P.M. the City <br />EXECUTIVE SESSION Attorney announced that <br /> the City Manager had <br /> requested an Executive <br />Session to instruct the City's representatives with respect <br />to salary and fringe benefit negotiations; and that the City <br />Attorney requested time to discuss a matter of pending litiga- <br />tion. The Council meeting was recessed immediately and <br />reconvened at 4:30 P.M. The meeting was then recessed for <br />dinner, and reconvened at 7:37 P.M. with the same five Council <br />members present. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Councilman Bricken. <br /> <br />PUBLIC HEARING Vice Mayor Ward announced <br />GENERAL PLAN AMENDMENT 1978-3 that this was the time <br />SW CORNER - 17TH & GRAND and place for the public <br />RESOLUTION NO. 78-87 ADOPTED hearing of Negative <br /> Declaration and General <br />Plan Amendment 1978-3 Land Use and Arterial Streets Section, <br />to redesignate property located at the southwest corner of <br />Seventeenth Street and Grand Avenue from Professional and <br />Administrative Offices to Community Shopping Centers/ Special <br />Study Corridor. <br /> <br />Planning Director Charles Zimmerman stated that the owner of <br />the subject parcel had filed an Amendment Application to rezone <br />the 5.7 acre parcel to the C5 District; that the applicant <br />proposes to remove all existing buildings and construct a new <br />retail shopping center with approximately 30,000 square feet <br />of building area and parking for a total of 250 automobiles; <br />that the Planning Commission, following its public hearing held <br />June 12, 1978 unanimously recommended approval of General Plan <br />Amendment 1978-3; and that there was no public opposition at <br />the Planning Commission hearing. <br /> <br />There being no speakers on the subject, Vice Mayor Ward closed <br />the public hearing. <br /> <br />On the unanimously carried 5:0 motion of Councilman Yamamoto, <br />seconded by Councilman Brandt, the Negative Declaration was <br />approved and filed, and the following resolution was adopted: <br /> <br />RESOLUTION NO. 78-87 - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA AMENDING THE LAND USE AND <br />ARTERIAL STREETS SECTION OF THE GENERAL PLAN BY REDBSIGNAT- <br />ING PROPERTY AT THE SOUTHWEST CORNER OF SEVENTEENTH STREET <br />AND GRAND AVENUE FROM PROFESSIONAL AND ADMINISTRATIVE OFFICES <br />TO COMMUNITY SHOPPING CENTERS/ SPECIAL STUDY CORRIDOR. <br />GENERAL PLAN AMENDMENT 1978-3.
