ORAL COMMUNICATION Sam Romero, 2034 South <br />LOGAN NEIGHBORHOOD REQUEST Spruce, representing the <br />FOR BUILDING MORATORIUM - REFERRED Logan Neighborhood, said <br /> that this afternoon the <br />City had contracted for an Environmental Impact Report for the <br />Logan Neighborhood in response to neighborhood rezoning requests; <br />that on June 26, 1978 a building permit was issued for a truck <br />repair business at 1319 Logan Street, and construction has begun <br />on storage facilities at 1041 Logan for which the building <br />permit has not been issued. Mr. Romero contends that these <br />activities in the Logan Neighborhood appear to be contrary <br />to the intent of the Logan Task Force implementation plan for <br />residential zoning agreed to on January 23, 1973, and would <br />open the City to possible legal action. <br /> <br />Mr. Romero's request was referred to Staff for report and recom- <br />mendation at the August 7, 1978 Council meeting on the motion of <br />Councilman Yamamoto, seconded by Councilman Brandt, carried 5:0 <br />unanimously. CA 80 <br /> CA 148 <br /> <br />ORAL COMMUNICATION City Manager Bruce Spragg <br />ZOO PROJECT OMITTED FROM BUDGET announced that printed <br /> summaries of the original <br /> and proposed budget had <br />been prepared for review; that in reducing and balancing the <br />capital budget, an oversight had been noted in that the Prentice <br />Park Zoo project for $222,225 had been omitted for capital funding <br />and should be added; that the funds could be taken from the <br />unfunded capital budget account~ the contingency or the revised <br />revenue estimates. <br /> <br />Councilman Bricken's motion seconded by Councilman Brandt to make <br />the suggested change, failed to carry on a 3:2 vote, with Coun- <br />cilmen Ward and Yamamoto dissenting. (Four affirmative votes are <br />required.) City Manager Spragg stated that the correction could <br />be approved at the time the budget is adopted, or could be made <br />at a later time. CA 52.3; CA 65B <br /> <br />LEGAL SERVICES CONTRACT On the recommendation of <br />APPROVED City Attorney Keith Gow, <br /> and on the motion of <br /> Councilman Garthe, <br />seconded by Councilman Brandt, carried S:0 unanimously, the <br />City Attorney was authorized to contract with Cohen, Stokke, <br />& Davis to perform legal services pertaining to the matter of <br />Brown vs. Guy Peterson.
