<br />c <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />.. <br /> <br />1 <br /> <br />is lawful and valid in all respects and without qualification. <br /> <br />2 <br /> <br />That the North Harbor Boulevard Redevelopment <br /> <br />2. <br /> <br />3 <br /> <br />project and the Redevelopment plan for such Project adopted by <br /> <br />4 <br /> <br />Ordinance No. NS-1638 of the City of Santa Ana are lawful and <br /> <br />5 <br />6 <br /> <br />valid and without qualification. <br /> <br />3. <br /> <br />That the implementation of the North Harbor <br /> <br />7 <br />8 <br /> <br />Boulevard Redevelopment project and the Redevelopment Plan <br /> <br />for such project by the Redevelopment Agency of the City of <br /> <br />9 <br /> <br />Santa Ana from the adoption of Ordinance No. NS-1637 through <br /> <br />10 <br /> <br />and including the adoption of Agency Resolution NO. 84-5 is <br /> <br />11 <br /> <br />lawful and valid, and without qualification. <br /> <br />12 <br /> <br />That the allocation and payment of tax revenues <br /> <br />4. <br /> <br />13 <br /> <br />and other funds to the Redevelopment Agency of the City of <br /> <br />14 <br /> <br />Santa Ana for the North Harbor Boulevard Redevelopment Project, <br /> <br />15 <br /> <br />pursuant to the California Community Redevelopment Law, Article <br /> <br />16 <br />17 <br /> <br />XVI, Section 16 of the California Constitution, and such other <br /> <br />laws or regulations which specify the powers and authority of <br /> <br />18 <br /> <br />the Agency, and the receipt and expenditure of such funds by <br /> <br />19 <br /> <br />the Redevelopment Agency for the North Harbor Boulevard are <br />lawful and valid and without qualification. <br /> <br />20 <br />21 <br /> <br />5. <br /> <br />That the plaintiff- and the Redevelopment Agency <br /> <br />22 <br />23 <br /> <br />of the City of Santa Ana are obligated to carry out te~s and <br /> <br />24 <br /> <br />conditions of the Stipulation and Resolution No. 84-5 adopted <br /> <br />by the Redevelopment Agency of the City: :of Santa Ana on <br /> <br />25 <br /> <br />, 1984, which are includea in this Judgment <br /> <br />26 <br /> <br />by reference and agreed to by all of the parties herein. <br /> <br />The <br /> <br />27 <br />28 <br /> <br />plaintiff is obligated to take or cooperate in, all actions <br /> <br />-2- <br />
