He <br />stated that the Planning Commission unanimously recommended <br />approval of the application on July 10, 1978 because most of the <br />surrounding properties are developed with apartments having medium <br />density and the change of zone will not adversely affect the <br />surrounding area. <br /> <br />No one responded to the Mayor's call for proponents or opponents <br />or comments, and he closed the public hearing. <br /> <br />Council approved and filed the Negative Declaration, placed the <br />following ordinance on first reading and authorized publication <br />of its title, on the motion of Councilman Brandt, seconded by <br />Councilman Ward, and carried 6:1, with Mayor Evans dissenting: <br /> <br />ORDINANCE NO.
