Don McPherson, 13541 Prospect Avenue, responded to the call <br />for proponents. He stated that he represented t'he applicant and <br />recommended approval of the zone change to properly develop the <br />property for residential condominium purposes. <br /> <br />There were no opponents or other speakers, an~ the Mayor Pro <br />Tem closed the public hearing. <br /> <br />Council approved and filed the Negative Declaration, placed the <br />following ordinance on first reading, and authorized publica- <br />tion of its title, on the unanimously carried 5:0 motion of <br />Councilman Bricken, seconded by Councilman Ortiz: <br /> <br />ORDINANCE NO. NS-1449 - AN ORDINANCE OF THE CITY OF SANTA <br />ANA APPROVING AMENDMENT APPLICATION NO. 799 TO REZONE <br />PROPERTY LOCATED AT 2200 N. BROADWAY, SANTA ANA, FROM THE <br />RI (SINGLE FAMILY RESIDENCE) DISTRICT TO THE P (PROFES- <br />SIONAL) DISTRICT AND AMENDING SECTIONAL MAP NO. 1-5-10. <br /> CA t0 <br /> <br />PUBLIC HEARING <br />STREET VACATION - 2ND, GARNSEY, <br />PARTON, & ALLEYS - RES. 78-111 <br />ADOPTED <br /> <br />Garnsey and Parton Streets and alleys <br />from Flower to Van Ness Streets. <br /> <br />Mayor Evans announced that <br />this was the time and the <br />place for the public hear- <br />ing on the proposed vaca- <br />tion of portions of Second, <br />from First to Third and <br /> <br />Director of Public Works John Stevens, taking excerpts from the <br />Planning Department report dated July 12, 1978, stated that the <br />proposed vacation would eliminate traffic haz.arRs, faci'litate <br />smoother traffic circulation, eliminate current blight in the <br />form of excessive rights of way, resulting in frequent traffic <br />intersections, and decrease the number of small inefficient <br />blocks. <br /> <br />There were no proponents, opponents or others who wished to <br />speak in response to the Mayor's 'call, and he closed the public <br />hearing. <br /> <br />The following resolution was adopted on the.unanimously approved <br />7:0 motion of Councilman Ward, seconded by Councilman Yamamoto: <br /> <br />RESOLUTION 78-111 - A. RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA, CALIFORNIA, VACATING THOSE PORTIONS <br />OF SECOND STREET, GARNSEY STREET, PARTON STREET, AND ALL <br />EAST-WEST ALLEYS IN THE AREA BOUNDED BY FIRST STREET, <br />FLOWER STREET, THIRD STREET, AND FORMER VAN NESS AVENUE, <br />IN THE CITY OF SANTA ANA. CA 14 <br /> <br />ORIENTAL COCKROA(~t INFESTATION Council directed Staff <br />PROFESSIONAL ASSISTANCE to obtain professional <br />ORDERED assistance to determine <br /> the extent of the Oriental <br />Cockroach problem in the Southwest'part of the City (First to <br />McFadden, Main to.
