312 PROPERTY IMPROVEMENT Council directed Staff to <br />LOAN PROGRAM take all necessary steps <br />ESTABLISHED for the establishment <br /> of a HUD Section "312" <br />Loan Program and to notify the Los Angeles Area Office of HUD <br />(Housing and.Urban Development) of the City's request for funding <br />and assistance in staff training, on the unanimously approved <br />7:0 motion of Councilman Bricken, seconded by Councilman BrandS. <br /> <br />Prior to the motion, Alice McCullough, Coordinator for the <br />Community Development Office, quoting excerpts from her report <br />dated August 18, stated that the City has the opportunity to <br />apply for some additional Federal funds for low-interest improve- <br />ment loans for residential and commercial properties; and that <br />immediate action is recommended because new money for this <br />Program becomes available in October. <br /> <br />The following persons spoke in support of the Program: <br /> <br />Ruby Epps, 626 Jackson, representing the SANO Housing <br />Committee <br />Rosie Montoya, 2039 Hickory Street CA 140.20 <br /> <br />SANTIAGO STREET TRAFFIC <br />CONTROL MEASURES - STATUS REPORT <br />STAFF INSTRUCTED <br /> <br />Street Traffic Management Plan: <br /> <br />Council instructed the <br />Staff to consider the <br />the f611owing modifica- <br />tions in the Santiago <br /> <br />1. Additional stop signs on Santiago Street; <br /> <br />2. Redesign of entire intersection at Memory Lane and. <br /> Santiago Street to encourage disincentives for use; <br /> <br />3. Removal of existing traffic control devices; <br /> <br />4. Examination of cost of extension of Lincoln; <br /> <br />Development of a projection based upon the build-out <br />of areas in Santa Ana and Orange and what it means to <br />future traffic movement; <br /> <br />Examination of whether or not a one-way street on <br />Santiago is feasible in terms of exiting but preventing <br />re-entry; <br /> <br />7. Allowance for the future role of Valencia in the Traffic <br /> Management Program. <br /> <br />The motion of instruction was made by Councilman Bricken, seconded <br />by Councilman Brandt and carried 7:0 unanimously. <br /> <br />Prior to the motion, Council considered the report dated <br />August 14, 1978 prepared by Thomas Brohard and listened to <br />a summary of the traffic control measures taken in an attempt to <br />reduce speeding and traffic volume on Santiago Street during <br />the preceding months and the public reaction to them. <br /> <br />The following persons spoke on the subject: <br /> <br />Claudia Farley, 120 Bachman Drive <br />William May, 2401 North Santiago <br />Margaret Wattles, 406 Virginia <br />Carol Casperson, 926 E.
