CA 50.1 <br /> CA 140.20 <br /> <br />RESOLUTION NO. 78-121 On the motion of Council- <br />POLICE RECORDS MANAGER man Brandt, seconded by <br />ADOPTED Councilman Ortiz, carried <br /> 5:1 with Councilman Bricken <br />dissenting, the Classification Specification for Police Records <br />Manager was approved and the following resolution was adopted: <br /> <br />RESOLUTION NO. 78-121 - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA AMENDING RESOLUTION NO. 58-281 <br />TO ADD THE NEW, UNREPRESENTED MIDDLE-MANAGEMENT CLASS OF <br />POLICE RECORDS MANAGER AUTHORIZED IN THE 1978-79 ANNUAL <br />BUDGET FOR THE POLICE DEPARTMENT. CA 50.1 <br /> <br />RESOLUTION NO. 78-122 A RESOLUTION OF THE CITY <br />REALLOCATION OF HUD FUNDS COUNCIL OF THE CITY OF <br />ALLOCATED TO CITY OF ORANGE ADOPTED SANTA ANA REQUESTING <br /> THAT HUD REALLOCATE <br />COMMUNITY DEVELOPMENT FUNDS FORMERLY ALLOCATED TO THE CITY OF <br />ORANGE was adopted on the unanimously carried 6:0 motion of <br />Councilman Brandt, seconded by Councilman Yamamoto. CA 140.20 <br /> <br />LOWRIDERS ON SOUTH MAIN STREET Council authorized maximum <br />AUTHORIZED ELIMINATION OF CRUISING Police effort to completely <br />REFERRED FURTHER COMPLAINTS TO HRC eliminate cruising by <br />COUNCIL REFERRAL NO. 29-78 DELETED barricading the street <br /> from 8:00 P.M. to 11:00 <br />P.M. on Sundays; requesting South Main businessmen to close <br />during the same hours; and directing Staff to encourage develop- <br />ment of social alternatives by City and youth; on the motion of <br />Councilman Brandt, seconded by Councilman Ward, carried 5:1, with <br />Councilman Ortiz dissenting. <br /> <br />The motion followed an oral report by Capt. E. B. Hansen, Police <br />Department, who stated that the Mayor's Advisory Committee had <br />met on September 14 with representatives of the South Main <br />Improvement Association who endorse the removal of the cruising <br />in the City; that the Committee has done a good job, but has not <br />removed the problems created by "lowriding" on South Main Street; <br />that there is concern that the practice will become institution- <br />alized if allowed to continue, and the Police Department cost <br />is more than $2,500 per month for control of the problem. <br /> <br />Prior to the vote on the motion, Juan Barba, 1246 S. Rosewood, <br />requested a continuance of the matter to give LULAC and Buena <br />Gente representatives on the Committee an opportunity to provide <br />Council with results of a survey of businessmen they are conduct- <br />ing regarding the South Main Street activity. He stated that <br />the Mayor's Advisory Committee has tried to develop rapport with <br />the community; that for the first time the youth, parents and <br />community people have come forward to work together; and that <br />a fight that occurred on Sunday night, September 17, was a one- <br />to-one fight not directly related to lowriding. <br /> <br />Jennifer Acevedo, a member of Buena Gente, commented that shutting <br />down the street would be difficult to accomplish without violating <br />people's rights; and that if the negative aspects of the situation <br />were removed, the cruising could continue. <br /> <br />CITY COUNCIL MINUTES 390 SEPTEMBER 18, 1978 <br /> <br /> <br />
