MINUTES OF THE SPECIAL MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />September 25, 1978 <br /> <br />The meeting was called to order in Room 831, City Hall, 20 Civic <br />Center Plaza, at 8:30 A.M. by Mayor Vernon S. Evans, proper <br />notice having been given, with affidavit on file in the office <br />of the Clerk of the Council. Council members present were <br />David F. Ortiz, Harry K. Yamamoto, David L. Brandt, James E. <br />Ward and Mayor Evans. Councilmen Gordon Bricken and John <br />Garthe were absent. Staff members present included Acting <br />City Manager/City Attorney Keith L. Gow, Assistant City Attorney <br />Edward Cooper, and Acting Clerk of the Council Patricia E.
