Lee Johnson " " <br /> <br />Doy Henley <br /> <br />Councilman Garthe <br /> <br />William L. Boynton <br />Terrence G. Oxenham <br /> <br />Councilman Yamamoto <br /> <br />The initial proposal for a City Services Task Force Committee was <br />submitted at the Budget Study meeting held on July 1, 1978, by <br />Michael McNulty, 123 Fourteenth Street, Huntington Beach; and the <br />proposal was referred to Staff for evaluation. The report dated <br />July 26, 1978 prepared by then City Manager Bruce C. Spragg, <br />recommended an ad hoc committee appointed by and responsible <br />directly to the elected representatives to assist the City Coun- <br />cil in a study of municipal operations to define and specify <br />essential City services. <br /> <br />Each Councilman was requested by Mayor Evans to submit recommenda- <br />tions of two members for appointment to the Committee, and Coun- <br />cilman Bricken was appointed to Chair the Committee prior to the <br />selection of a citizen Chairman. CA 65.10 <br /> <br />RECESS <br />EXECUTIVE SESSION & <br />DINNER RECESS <br /> <br />matters. At 3:55 P.M. <br />recessed for dinner at <br /> <br />At 3:25 P.M. Council <br />recessed to an Executive <br />Session to discuss pending <br />litigation and personnel <br />the meeting was reconvened and immediately <br />Kono Hawaii restaurant. <br /> <br />The evening meeting was called to order at 7:00 P.M. by Vice <br />Mayor Ward with five members present. Mayor Evans and Council- <br />man Garthe were absent. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Santa Ana Rescue Mission. <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Pastor Lewis Whitehead, <br /> CA 80.17 <br /> <br />SPECIAL PRESENTATIONS & Councilman Bricken presented <br />OATHS OF OFFICE a City Seal Tile Plaque to <br /> Steven Knoblock, former <br /> member of the Emergency <br />Medical Services Sub-Committee, in appreciation for his service <br />to the City. Mr. Knoblock thanked the Council for its sound <br />judgment in approving all of the Committee's recommendations. <br />Other former members of the Sub-Committee, Betty Jo Elliott <br />and Dr. Raymond Casciari, were not present to receive their <br />Plaques.
