APPROPRIATION ADJUSTMENT #50 Following consideration <br />ANNEX MAINTENANCE of the report by Equipment <br />APPROVED Maintenance Superintendent <br /> Warren Clark, dated <br />October 12, 1978 describing present uses of the City Hall Annex, <br />Council restored $9,000 of the $18,000 cut from the Building <br />Maintenance Fund, and approved Appropriation Adjustment #50 <br />transferring $9,000 from Couucil Contingency, for limited maint- <br />enance services of the first floor of the Annex, on the unani- <br />mously carried 6:0 motion of Councilman Ward, seconded by Coun- <br />cilman Brandt. CA 65.3 <br /> <br />AGREEMENT & A.A. #51 Council considered the <br />NEIGHBORHOOD HOUSING SERVICES agreement, proposed in a <br />APPROVED letter dated October 6, <br /> 1978 from John E. Gallagher, <br />Deputy Associate Director of Urban Reinvestment Task Force, and <br />recommended by Acting City Manager/City Attorney Keith Gow in <br />the report dated October 11, 1978, entitled "Neighborhood Housing <br />Services Agreement", between City and Urban Reinvestment Task <br />Force of the Federal Home Loan Banks for services in connection <br />with a Neighborhood Housing Services Program. The Program pro- <br />vides essentially private neighborhood residential community <br />redevelopment with the following financial impact to the City: <br /> <br />1) Payment of $35,000 upon execution of agreement to Urban <br /> Reinvestment Task Force for the uses specified on page <br /> 4 of the proposed agreement; <br /> <br />A minimum of $100,000 per year for three consecutive <br />years for improvements in the selected neighborhood, <br />subject to the availability of Community Development <br />Block Grant funding; <br /> <br />3) <br /> <br />$300,000 spread over a three year period to capitalize <br />the revolving loan fund of the NHS Corporation after it <br />is formed (page 5 of proposed agreement); <br /> <br />4) <br /> <br />An unknown amount on a contingent basis, to supplement <br />private support for operating expenses of the corpora- <br />tion, on a contingent basis, as specified in the para- <br />graph headed "Support of the NHS Operating Budget" <br />(lower one-third of page 4 of proposed agreement); <br /> <br />5) <br /> <br />Staff time, at no direct expense, for the services <br />specified in the proposed agreement (paragraphs num- <br />bered 4, 5 and 6, appearing at the top of page 3). <br /> <br />The NHS Program includes development of a working relationship <br />between residents of a specific neighborhood and a group of <br />financial institutions in cooperation with City government; <br />assists residents to improve their homes and bring them to Code <br />standards; provides counseling, assistance in dealing with <br />contractors, referrals to private financial institutions; and <br />provides direct loans from a Revolving Loan Fund which is con- <br />trolled by the NHS to residents who are unable to meet commer- <br />cial credit standards. <br /> <br />The proposed agreement was approved, and its execution by Mayor <br />and Clerk was authorized; an~Appropriation Adjustment #51, <br />transferring $35,000 from Council Contingency to City Council- <br />Non-Departmental, for City's initial budgetary support for the <br />developmental program, was approved, on the unanimously carried <br />6:0 motion of Councilman Ward, seconded by Councilman Bricken. <br /> A-78-123; CA 65.3 <br /> <br />CITY COUNCIL MINUTES <br /> <br />435 OCTOBER 16, 1978 <br /> <br /> <br />
