MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />November 6, 1978 <br /> <br />The meeting was called to order'in the City Council Chambers, <br />22 Civic Center Plaza, by Mayor Vernon S. Evans at 2:07 P.M. <br />Council members present were Gordon Bricken, Harry K. Yamamoto, <br />John Garthe, David Brandt, James E. Ward and Mayor Vernon S. Evans. <br />Councilman David Ortiz arrived at 7:30 P.M. Staff members pre- <br />sent included Acting City Manager/City Attorney Keith L. Cow, <br />Assistant City Manager Daniel E. Stone, Planning Director Charles <br />C. Zimmerman, Redevelopment Director Richard C. Goblirsch, Deputy <br />City Manager Manuel Rede, Assistant City Engineer Robert Eichblatt, <br />and Acting Clerk of the Council Patricia E. Rice. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of <br />Allegiance to the Flag, <br />the Invocation was given <br />by Councilman Ward. <br /> <br />RECESS At 2:18 P.M. Council <br />REDEVELOPMENT AGENCY recessed to convene the <br />HOUSING AUTHORITY Special Meeting of the <br /> Community Redevelopment <br />Agency. Council reconvened at 2:55 P.M. and immediately recessed <br />for the Regular Meeting of the Housing Authority. Council recon- <br />vened at 2:58 P.M. with six members present. <br /> <br />CONSENT CALENDAR Mayor Evans removed Items <br />ITEMS REMOVED & ADDED 4B and 5B from the Consent <br />DISSENTING VOTE Calendar. Items 3 and 2~ <br /> were removed by Council- <br />man Bricken; Councilman Garthe removed Item 5C. Mayor Evans added <br />Item 3B to the Consent Calendar. Councilman Brandt registered a <br />dissenting vote on Item 12B. <br /> <br />CONSENT CALENDAR On the unanimously 6:0 <br />STAFF RECOMMENDATIONS carried motion of Council- <br />APPROVED man Brandt, seconded by <br /> Councilman Ward, Council <br />approved the recommendations of Staff on the following Consent <br />Calendar items: <br /> <br />MINUTES <br /> <br />Approved the Minutes of the <br />Regular Meeting of October 16, <br />1978. <br /> <br />BID CALLS <br /> <br />Approved plans and specifications, <br />and authorized advertisement for <br />bids on the following: <br /> <br />SPEC 78-030 - Eleven motorcycles for patrol (replacement). <br /> <br />SPEC 78-031 Humidity control system for Bowers Museum. <br /> <br />SPEC 78-035 Two compact sedans (replacement).
