ORAL COMMUNICATION - KOSSUTH Louis Kossuth, Producer, <br />USE OF STADIUM DEC. 29 Speedway Motorcycle <br />CONDITIONALLY APPROVED Racing, (Council Minutes <br /> September S, and 18, 1978) <br />again sought Council approval of his proposed use of Eddie <br />West Field - Santa Ana Stadium for an international qualifier <br />motorcycle racing event on December 29, 1978, and an oppor- <br />tunity to enter into a new agreement for races in the Stadium <br />during 1979. <br /> <br />On the motion of Councilman Bricken, seconded by Councilman <br />Ortiz, carried 5:1, wi~h Councilman Yamamoto dissenting, Council <br />authorized use of the Stadium on December 29 by Mr. Kossuth, <br />subject to the following conditions: <br /> <br />1) That Mr. Kossuth pay for removal of sod and any other <br /> necessary preparatory work for the event; <br /> <br />2) That he pay for the lighting used for the event; <br /> <br />3) <br /> <br />That he replace the removed sod and completely restore <br />the field, end zones and sidelines, including grading <br />and replacement at his own expense of all turf under <br />the racing surface within thirty days after the event, <br />to the satisfaction of the City's Director of Recrea- <br />tion and Parks; <br /> <br />4) That he pay for all Stadium expenses for the event, <br /> including any City Staff time used to assist him; <br /> <br />and referred the request for a 1979 contract to Staff for recom- <br />mendation to Council. <br /> <br />Council requested that neither Mr. Kossuth nor Staff return the <br />matter to Council without a properly negotiated contract pro- <br />posal; and strongly urged Mr. Kossuth to live up to the terms <br />of approval for the December 29 event. CA 52 <br /> <br />ORAL cOMMuNICATION Victor Twadell, 3734 South <br />VIC TWADELL Towner, commenting on a <br />MAC ARTHUR PARK report which was received <br /> and filed earlier in the <br />evening meeting, stated that use of MacArthur Park for soccer <br />should be limited; that there is no area available for other <br />use when soccer is being played; that the turf is not the type <br />to withstand heavy use; that soccer games are now being played <br />in mud; that he hates to see the Park go down the tubes; that <br />portable restrooms don't provide adequate facilities; that on <br />September 18 there were eight broken sprinkler heads; that low <br />maintenance ground cover is needed in a buffer area; that the <br />alleyway is not being maintained at all; that he is not <br />anti-soccer, but rather anti-destruction of the Park.' <br /> <br />Council informed Mr. Twadell that the matter is expected to <br />come back for further consideration on November 20, and that <br />hopefully solutions to the problems can be found; they thanked <br />Mr. Twadell for his comments, and invited him to attend the <br />November 20 meeting.
