<br />D. Lingenfelter in her report
<br />dated December 13, 1978,
<br />MOTION was made by Garthe,
<br />seconded by Yamamoto, to
<br />take the following action:
<br />
<br />1) Rescind Council action of September S, 1978, fixing the date of the 1979
<br /> Municipal Election for March 6, 1979, to be consolidated with the elec-
<br /> tion of the Santa Arm Unified School District and the Rancho Santiago
<br /> College District, conducted by the Orange County Registrar of Voters;
<br />2) Fix the date of the 1979 Municipal Election for April 3, 1979;
<br />3) Approve utilization of the CES Votomatic System, authorize the City's
<br /> data processing division to conduct the ballot count;
<br />4) Approve an agreement with Martin & Chapman Company for election consultant
<br /> supplies services, and authorize its execution by the Mayor and Clerk;
<br />5) Approve Appropriation Adjustment No. 94 transferring $25,000 from Council
<br /> Contingency to Clerk of the Council - Elections account to cover the
<br /> ~manticipated required costs to conduct the election;
<br />6) Adopt the following Resolution:
<br />
<br />RESOLUTION NO. 78-158 - A resolution of the City Council of the City of
<br />Santa Arm, California, adopting regulations for candidates for elective
<br />office, pertaining to materials submitted to the electorate and the costs
<br />thereof for the General Municipal Election to be held in said City on
<br />Tuesday, the 3rd day of April, 1979.

<br />MOTION was made by Ward, seconded by Ortiz, to place the following ordinance
<br />on first reading:
<br />
<br />ORDINANCE NO. NS-1468 - An ordinance of the City of Santa Ana providing
<br />for the holding of a General Municipal Election in the City of Santa Ana,
<br />California, on the 3rd day of April, 1979, for the election of three
<br />members of the City Council, giving notice of said election, hours during
<br />which the polls shall be open, and authorizing appointment of election
<br />officers to serve at said election.

<br />1978, MDTION was made by Ward, seconded by Bricken, to take the following
<br />action:
<br />
<br />1) Approve the following contract modifications and authorize their execu-
<br /> tion by Mayor and Clerk:
<br /> a) CETA Title II-D between City and Orange County Manpower Commission
<br /> in the amount of $1,720,445 for the period January 1 through Septem-
<br /> ber 30, 1979; A-78-136
<br /> b) CETA Title VI between City and Orange County Manpower Commission in
<br /> the amount of $3,079,625 for the period January 1 through September 30,
<br /> 1979; %-78-137
<br /> c) Subcontracts with community-based nonprofit organizations itemized
<br /> on page 4 of the December 8, 1978, report prepared by the Manpower
<br /> Project Coordinator, with the exception of the eight employees recom-
<br /> mended for the Orange County Manpower Commission; and A 78~ 156
<br />2) Approve Appropriation Adjustments NO. 80, 81 and 82, receiving funds and
<br /> allocating to proper operating accounts for CETA Title II-D and Title VI
